Mrs Taruna Hariparsad provided a presentation on the Draft Policy for the Waste Strategy that will be out for public participation.
Questions and statements were posed to Mrs Hariparsad as follows:
Cllr Hill stated that the summary should be limited to 10 pages for the public.
He mentioned that the draft states the current waste minimization in the City is at 10%. The target for 2025 states that the City wants to achieve 40%. This seems very unreasonable for 1 year and there is no implementation plan to date.
Cllr Hill wanted to know why the draft states that if property owners apply for an additional bin and they are indigent rate payers, they will then lose their indigent rates rebate.
Ald Limberg added that the draft doesn’t include the private sector as a stakeholder in the collection of recyclables. The private sector is a major partner in the recycle industry and the draft needs to display the private sectors data in the presentation. The City does not need to be the core service provider for certain types of waste. This will address the funding constraints.
Ald Limberg also pointed out the following:

The Waste Categorisation Diagram is from 2018. This needs to be updated as the economy of the City has changed and there has been a growth in households. National government as well as Provincial government needs to be mentioned within this section as they have been mandated to put measures in place so that municipalities are compliant.

The funding model needs to change from being reliant on rates and tariffs. It states in the document that waste minimisation is also reliant on grant funding, but actually very little funds are received via the USDG funding.

There also needs to be more alignment throughout the document as a whole.
Mrs Hariparsad thanked Ald Limberg for raising the discrepancies within the document. It will be updated to suite the requests for this document. |
