It is recommended that:

In terms of Section 14(2)(a) and (b) of the Municipal Finance Management Act (MFMA), Act 56 of 2003:

Council resolves that Erf 27661, Bellville situated at 2 Prospect Link Road, Belhar approximately 7,1977 hectares in extent, currently zoned Community 1 (CO1) with the intention of rezoning the subject property to a split zoning shown on the attached LIS Plan PP08, not be required for the provision of the minimum level of basic municipal services;

Council confirms that the fair market value of the assets described in (a)(i) and the economic and community value to be received in exchange for the assets described in (a)(i) have been considered.

Erf 27661, Bellville situated at 2 Prospect Link Road, Belhar be transferred by way of public competition, subject to conditions to be imposed by the Director: Property Transactions in the exercise of their delegated authority.
