Subcouncil 2 accept the report and recommendation set out below.
 
It is recommended that Subcouncil 2 supports the Revised Informal Trading Plan for Subcouncil 2 (Wards 6, 7, 8, 101, 102 and 111) and recommends that the Executive Mayor together with the Members of the Mayoral Committee recommend to Council that:
 
  1. In terms of the process described in the Informal Trading By-law, that Council adopts the Revised Informal Trading Plan for Subcouncil 2 as indicated in the attached Annexures 2 - 26;


  1. The area indicated in Annexures 1- which is the area of Subcouncil 2- Kraaifontein and Brackenfell Districts- to be declared an area in which the carrying on of the business of street vendors, peddlers or hawkers is prohibited, with the exception of the informal trading bays indicated in the plan in Annexures 2 – 26;
 
  1. The informal trading bays indicated in Annexures 2 - 26 to be declared areas that are restricted to persons in possession of a valid informal trading permit issued by the City of Cape Town for that specific trading areas.
 
  1. The informal trading bays indicated in Annexures 2 – 26 to be let out by means of a permit system and that no street vending, peddling or hawking be permitted in these demarcated informal trading bays without a valid permit for that specific informal trading bays;
 
  1. The trading hours for all approved informal trading sites be from 06:00 to 18:00 from Mondays to Sundays.
 
  1. Sub council 2 note the comments received- Annexure 30 - from the public participation process held from 27th March 2024 to 27th April 2024 and support the responses provided by Area Economic Development.
 
  1. Subcouncil 2 supports and recommends to the Executive Mayor together with Mayco that they recommend to Council that the objections contained in this report, not be upheld for the reasons stated in the report.
 
  1. The “Informal Trading Plan for Kraaifontein CBD and immediate Surrounds” which was promulgated in the Provincial Gazette Notice 7711, dated 9 December 2016, be revoked.
 
  1. The approved Revised Informal Trading Plan for Subcouncil 2 be published in the Provincial Gazette in terms of the Informal Trading By-Law 2009 and Informal Trading Amendment By-Law 2013.
