It is recommended that:

The City Manager determine that the establishment meetings of the 20 Subcouncil will take place from 10:00 on 2nd September 2024 as on-line meeting on the Skype Virtual Digital Platform.

The agenda as set out in Annexure C be approved for the establishment meeting of 20 Subcouncils.

The City Manager instructs the Subcouncil Managers alternatively the regional Managers: Subcouncil, where Subcouncil Managers are unavailable to preside at the establishment meeting of the 20 Subcouncil until the respective Subcouncil elects its Chairperson.
