RESOLVED that it BE NOTED that an application for a liquor licence received from BLOK PROP. was considered in terms of sub delegated authority and that the following recommendation was forwarded to the Liquor Authority in terms of the Western Cape Liquor Act, 2008, as amended:
Subcouncil 16 recommends that the application for a Consumption ON Premises Liquor Licence, reference no. LLA24070012, for the business BLOK PROP at 126 MAIN, SEA POINT, SHOULD NOT BE SUPPORTED
The Subcouncil does not support the application for the following reasons:
1. No floor plan is submitted with the application to indicate the location of liquor sales.
2. The indication is that they will be supplying liquor to the common areas of the building and also the individual flats but no indication of where the sales will be done from.
3. There is no clarity as to whether this should be an off or on consumption licence as in essence it is both, as it is for the communal areas of the property as well as private sectional title properties within the building.
4. No clarity on how they will ensure no alcohol sales to the under 18s or to those who are already intoxicated.
5. The application for the licence should also be the operator for the restaurant space - if that is the location that the alcohol sales will be done from.
