Erf 43996-Re does have Cape Flats Dune Strandveld vegetation and is on the BioNet. As this is vegetation type is listed nationally as Endangered, any loss greater than 300 m² will trigger an EIA Listing Notice. This said, we acknowledge that the site is not high quality strandveld, and is “Unselected”, i.e. not prioritised to be conserved on the Metro Southeast Strandveld Conservation Implementation Plan.

 

The Biodiversity Management Branch does not object to the proposed disposal of Erf 43996-Re for commercial purposes, on condition there is appropriate mitigation for any loss of strandveld vegetation.

With regards to the motion below, we can comment that this site is located next to our Strandfontein housing project site, but it does not form part of our site.  We are planning to rezone the portion facing Erf 43996 to commercial for the same reasons as what was raised in the motion (there is considerable interest in such sites, to bring investment into the area, etc.). From Housing Development’s viewpoint, we therefore have no objection to the disposal of Erf 43996 for commercial purposes.

As the Housing Development department, we have no objection to the proposed disposal of Erf 43996-RE Strandfontein for commercial   purposes; as proposed in the motion raised by the Councillors.

 

It is important to note that as part of our Strandfontein housing project; we have taken requests for commercial opportunities into account, and  we have availed a site for these purposes. Initially, the site was to be positioned on a portion located across the road from Erf 43996-RE, and this would have aligned well with the commercial development of Erf 43996-RE as it would have created a commercial hub or node.        



However, biodiversity concerns were raised on our commercial portion and this reduced the available land to the extent that it would no longer  be commercially viable. We are therefore proposing a repositioned site along Spine Road. The attached e-mail provides plans and further details of this change.

 

It may be prudent to screen Erf 43996-RE for biodiversity/environmental factors, as we have found endangered/ protected vegetation in the area which may limit the extent of development on the site. The City’s Environmental Management Department can assist with this free of charge.

 

We are available to engage the Councillors further on this issue if required and as proposed in the attached mail.

As per the provisions of the IPAM Policy, where a user (accountable) department no longer requires a property for their use/services, they need to follow the formal handover process as provided for in the Policy.

 

Once this has been received from the accountable department, then my TRES team can commence investigations as to the best/optimal future use of the property, which also includes a circulation to other City Departments to determine whether any other department may require the property for municipal services/functions.

 

The TRES team will then draft a report with a recommendation as to the future use of the property to me, considering an array of factors, for example spatial attributes, surrounding uses, zoning, environmental, MSDF, etc.

 

It is therefore not a foregone conclusion that the property would be disposed, we take an informed decision, which is informed by the results of the investigation referred to above.

 

If disposal is deemed the best option, it will then be allocated to one of my transaction branches for processing.

Dear All,

 

As the Housing Development department, we have no objection to the proposed disposal of Erf 43996-RE Strandfontein for commercial purposes; as proposed in the motion raised by the Councillors.

 

It is important to note that as part of our Strandfontein housing project; we have taken requests for commercial opportunities into account, and we have availed a site for these purposes. Initially, the site was to be positioned on a portion located across the road from Erf 43996-RE, and this would have aligned well with the commercial development of Erf 43996-RE as it would have created a commercial hub or node. However, biodiversity concerns were raised on our commercial portion and this reduced the available land to the extent that it would no longer be commercially viable. We are therefore proposing a repositioned site along Spine Road. The attached e-mail provides plans and further details of this change.

 

It may be prudent to screen Erf 43996-RE for biodiversity/ environmental factors, as we have found endangered/ protected vegetation in the area which may limit the extent of development on the site. The City’s Environmental Management Department can assist with this free of charge.

 

We are available to engage the Councillors further on this issue if required and as proposed in the attached mail.

Erf 43996 was for some reason unbeknown to me, linked to Public Housing as the accountable department for the  land but as a landlord of City rental housing has no interest in the vacant land as there are no rental units on it which is our core business.

 

Included in this email are our colleagues from New Housing Development who will have to advise whether the land could be considered for New Housing Development. I am also including Human Settlements Planning, Lawrence Valeta to advise in terms of forward planning..

 

@Goodman as per our earlier conversation, Public Housing is not the department to advise on future use of the land.

 

I am hoping either Lawrence or Heinrich would be able to give your guidance.  I am attaching the snap from view finder.

My father would like to know if he will be able to purchase a piece of this vacant land or purchase the full vacant land. 

He was at the office years ago and they said it is for business zoning. He has a business and would like this opportunity to make his business grow by purchasing a piece of land. 

 

We refurbish buses and the buses are too big to do from the residential address. This vacant land is behind his house which would be a great opportunity for him. We have been renting from other workshops but landlords are charging way too much per month and we are a small registered business. 

 

I would appreciate it if you could give me some more information on this land please.
