UNANIMOUSLY RESOLVED |
That based on the above assessment and having considered the City of Cape Town’s Traffic Calming Policy, a raised intersection NOT BE SUPPORTED along the intersection of Vyeboom and Tugela Road.
For safety reasons it BE RECOMMENDED that the implementation of warning signs, chevron signs, relocating the stop street and painting barrier lines as shown on the layout be conducted, such implementation to be dealt with on the line department budget.

Vygeboom Road is classified as a Class 4 Collector Street connecting Durbanville Avenue and Fairtrees Road, Tugela Road is a Class 5 local Street.

Traffic calming measures should first and foremost be provided to protect the most vulnerable road users where they occur in the largest numbers, specifically in the vicinity of public facilities. The roads adjacent to schools should therefore be the primary focus of the traffic calming programme.

Our assessment indicated that there are no schools or public facilities along the intersection of Vygeboom and Tugela that may attract significant volumes of vulnerable pedestrian activity directly into the road and therefore traffic calming cannot be justified in terms of section 7(3) of the traffic calming policy.

It can be concluded that this is a reasonably low risk environment for vulnerable pedestrians.
