Ald Jacobs said that the Manenberg General Infrastructure Upgrade indicated that the court needs fencing and would like to find out from the project manager if they have the tender for fencing.
Ms. Zaydan Salie said the funding will be used to fence the parks. Ald Jacobs said that she is not happy as this is meant for fencing of courts not parks and need to speak with the community before the start of the project as they requested the courts to be fenced. Ald Jacobs wanted to know about the road rehabilitation for Manenberg and would like the official to take her through the item as she would like to know which roads have been identified to be rehabilitated.

Mr. Daniels said that the official is not in the meeting and would convene a meeting with all councilors affected by the road habilitation for officials to give feedback. She also said that she would like to get the official from Electricity Department to respond as the lights between Klipforntein Road to Jordan Road are not fixed. Parks Department Mr. Kahla said that the contracts of Scheldt Park and Chapmans Peak Park are in dispute and they will meet Monday with the consultant and will revert back to the councilors with the feedback. Ald Jacobs said that the community was asked to fill in forms and bring it back with their identity documents and proof of bank and the Official said they are from the Subcouncil Office and that was not communicated with the councilor’s office.

Mr. Kahla said that they were preparing for the local labour and the EPWP Office is using students for the capturing and they were not supposed to go to the site only the contractor will contact them not the EPWP office. Ald Jacobs said that this will cause problem the point of communication is the subcouncil office when problems arise they will have to answer. Mr. Daniels said that the issue of employment is very risky and we need to communicate clearly with the community and the officials who are doing the site visits. Cllr Adams said all the departments have to communicate via the subcouncil office.

Women For Change - Ald Jacobs said she has a problem with the Women for change they state that they cannot get names from the randomization office. Substance Abuse Awareness– She was not happy she felt like an outsider and she could not invite people and it look like a departmental programme

Park Attendants – she requested in the last subcouncil meeting the list of all the park attendants are working and she asked for names and list of the area and would like to know where they are placed. Sport Carnival – There was an opening of the pool and over a 1000 kids attended the events

NWH Equipment – 16 NWH are roaming around with torches that are not working. They are servicing the community without any equipment and this is the second year that they allocate funding and Councillors do not get the equipment that they have ordered

Gender based & Disability Awareness - Project completed Heritage Month – they had a workshop and the next day they went to District six and It was a nice outing and also went to the Castle
Drivers & Learners – Mr. Daniels said they requested quotations from the service providers and there will be a meeting next week there will be a meeting to brief the councilors about the numbers and the implementation date.

Ward 40 Cllr Ngcombolo lost connection.

Ward 44 Cllr Moses gave the following feedback He said he spoke with Mr. Kahla regarding the Chapman’s Peak Park with the issue of the contractor and hoping that Monday’s meeting will be fruitful. He said that the local labour has been sourced for Foxglove Park and the equipment for the Vanguard Community Hall has been procured. The only issue is the fact that the recreational department is buying things that they need and not the things that they were supposed to purchase. He mentioned that all the operational projects are completed and certificates will be handed out Friday for the strengthening families programme.

Gender based – event started yesterday and will end today Sport Programme – Started from Silvertown partnered with stakeholders the event started from the 16th January, 17th January and it is ongoing.

Capacity Building Seniors – Event will be on the 14th February

Women’s Month Programme – they will have a tournament partnered with the LGBTQI at the Vangate mall sports complex in terms 16 days activism.
NWH Equipment – they requested two way radios and they are still waiting

Ward 46 Cllr Cassiem gave the following feedback
Traffic Calming - Ward 46 – Will requested updated from the official
LPR Cameras - Ward 46 - they have discussions with the officials since last year will request updates.
Latvaan Park - Gym Equipment - Completed NW Equipment - Ward 46 – there funds are committed and there is no communication from the officials.
Diamant Sports field - Repairs & Main – Will request update
Women For change - Will request update
Sport Carnival - Completed
Grants-in-Aid – Mr. Daniels said that the project was cancelled and was taken to the Adjustment Budget.
Area Cleaning - Ward 46 - Will request update Ward 49 Cllr Adams gave the following feedback Ms. Siqwana said that the project is on track they are waiting for the delivery of the aeration blowers and ancillary equipment that will be delivered before the end of next month and the budget spent will increase.

Cllr Adams said that SALGA arranged be a site visit at the water waste plant and would encourage councillors to attend as the intervention gives a broader picture on activities and work done at the plant. He said that the community are concerned about the stream parallel to Kudu Street where the grass is high and the fence fell down and would like to know the official responsible for the cleaning of the area. Ms. Siqwana said she will find out from Mr. Le Roux and revert back to the councilor.

Vygekraal River Pedestrian Bridge – the project has commenced and they have employed local labour and the contractor will be hard surfacing done in certain areas that will serve as pathways.

Athlone Library - Books & Materials – Cllr Adams mentioned that the Senior Librarian retired and she did a great job in making sure that the library is in good shape. Mr. September said that they have shortlisted the candidates

Mr. Kahla said that the Grasmere Park - Upgrade and Basil Crescent Park - Upgrade are ready to commence. They are waiting for the handover to the contractor appointed and will discuss the scope. He said he would like to get a date from the councilor in order to have a meeting with all the stakeholders involved in order to be able to understand what is going to be done at those parks.

Weaver Court Park – Pathway – the tender expired in December 2023 and they will apply again in the new tender. The documents were completed and sent to the ED for approval. Once ready once they will create the requisition and inform the councilor of the start date.

Cllr Adams said that the official responsible for the ECD equipment is not communicating and he has been sending emails and there is no response.

Park Attendants – The Councillor is happy with the progress.

Athlone Swimming Pool – The project went well.

Arts & Culture Programme – Cllr Adams said the programme was meant to happen last year in December and would like to find out from the official when will they implement. W

ard Allocations - Subcouncil 14 - Mr. Daniels said that the funding was taken to Adjustment Budget for The Greens sport field upgrade. Mr. Bidla will be the project manager.

Area Cleaning - Subcouncil 14 – Mr. Nkoko is meeting with councilor regarding the appointment of local labour.

Green Jobs - Subcouncil 14 - the amount will increase from R850 000 to R961 000 the source of funding came from the GIA funds we could not get organisations to apply for the whole funding.

Grants-in-Aid - Subcouncil 14 – Mr. Daniels said that the funding had to be reduced from R 400 000 to R 289 000 as we could not find qualifying organisations.

Cllr Achmat said that the cable gets stolen all the time in the area and would like to know are there any interventions with the department on how to make sure that this does not happen.

Cllr Adams said that there was a meeting with the residents and the officials and they will building an additional substation closer to Oasis Road and the other hand to convert the overhead to underground cabling. There is no start date of the project as there is no funding. He sent an email to the officials. He also said that the culprits utilize the load shedding time to steal the cables.

Ald Jacobs said that the project manager for the Green Jobs Project need to make sure that the contractor keep the employees safe. In some instance the places that they clean do not have toilets and the females cannot relief themselves as it is not safe. She also mentioned that when they clean the canal they leave the black bags on the embankment and the Solid Waste Department does not take the plastic bag.

Mr. Daniels said he will take it up with Mr. Phalanndwa and revert back to Councillors. Cllr Moses said that the councillors always allocate funding for the canal cleaning and some of the employees are still waiting for their salaries and it has always been a problem. He said we need to look at the recruitment and selection process in relation with the EPWP policy because the contractors employ sub-contractors who are not complying with the policy, by making sure that the employees are getting paid.

There was unanimous agreement with the resolution.
