Cllr Nikelo said he will make a follow up email with the official.
Ald Jacobs would like to know about the Neighborhood Watch Equipment and would like the Manager to follow up and she has been waiting for the equipment in order for them to be effective during the festive season. She also said that she would like to get detailed information regarding the park attendants project from the officials.
Cllr Nikelo said that he passed by Thambo Village Park and the state and the activities that were happening in the park were not acceptable as the councillor allocated funding for those park to be effective and to be used by the community members. Now illegal activities are happening and it will not be safe for kids to play and enjoy themselves and said that this needs a follow up meeting with the officials.
Mr. Carelse said that the funds were viremented to other electrical requirements projects that were required within the Subcouncil area. Ms. Pupuma said that it was viremented to a priority project and the budget will be refunded after the Adjustment Budget in January.
Ward 40 Input
Cllr Ngcombolo gave the following feedback
Sport carnival: he is in communication with the official and the FMC in Ward 40 and they have constant engagements.
Capacity Senior: they have communicated with the department.
Music Festival: the event will happen early next year as they are still in planning phase with the department.
Driver’s License: he said that there is a service provider that has been appointed and the participants will be taken form the previous applicants who passed the
Ald Jacobs said the traffic calming were approved for her and there no commination with the officials as to when is the start date and which traffic calming will they start with and which roads did they identify.
Mr. Daniels from roads department Athlone district said that they are experiencing delays for all traffic calming measures they wanted to implement in November and they were informed that the tender will not be able to process any purchase order number as the tender was expiring and will implement in February as soon as get purchase order umber in the new tender.
Cllr Nikelo requested the exact roads that they will be working on.
Mr. Daniels said that they have roads in Ward 30 raised intersection in King Street, Sherwood Park, Manenberg.
Ald Jacobs welcomed the report.
Heritage Month Programme – Mr. Pakade said that the service provider has been appointed and the programme will take place on the 29th – 30th November 2023 and they asked the official to set up a meeting with all the stakeholders.
Roads Department approved traffic calming
Ward 46 – Construction of 1 speed hump between Kim & Ruimte Road, Surrey Estate & Construction of 1 speed hump in Kanye Road , Belgravia
Ward 49 – Installation of 3 speed humps in Overton Road, Silvertown.
Cllr Cassiem asked to give feedback regarding the road resurfacing that is taking place in the ward.
Mr. Daniels said that he does not have the information regarding that as it is with another department.
Ald Jacobs requested feedback regarding the CRU electrification. The funds were R 3million and now the funds are reducing and she has been sending emails and there is no response and the official is not in the meeting.

Ward 46 Input
Cllr Cassiem gave the following feedback
He mentioned that all the traffic calming projects are implemented and they are closer to the implementation of cameras in the ward. There was a request from the neighborhood watchers to be able to have access to the cameras. He said that there are two service providers who have been appointed and one of them allows them access to the cameras and the other one does not allow them and would the official to intervene as to how possible for the rule to gain access.
Cllr Moses said that there is a process and contact details that one can apply to gain access and also if there is a case were a detective who has a case number that can request for the camera access.
Cllr Nikelo said that he would like to get the official who might be able to assist and get all the information to be able to assist all the councillors.
Cllr Cassiem said that he is happy with the park department he is in communication with the official.
Ward 49 Input
Cllr Adams gave the following feedback
Mr. Daniels said that the official for the Athlone TSSC submitted an apology.
Mr. Le Roux said that contractor installed all the recycle pipe lines for the mixed litter return and the civil contractor is finishing off were the pipes will be installed.
Cllr Adams requested feedback regarding the Basil Crescent Park.
Mr. Nkahla said that the purchase order was created and the contractor has not given the start as they are busy with galvanizing the steel as soon as they are completed they will communicate and this is for both parks. He also mentioned that the pathways will also be implemented in the new year.
Cllr Adams said that the ECD equipment gave him a list in the last two months and till to date there is no communication.
Cllr Nikelo said that all officials should send a representative when they are not able to attend a meeting.
Park Attendants – Mr. Cedras said that there is a trouble with the randomization office some of the candidates are not interested and some do take the contract and disappear so that causes delays especially for Manenberg.
Athlone Swimming pool – He met with the officials as they will be procuring some items for the kids.
Learner License - Mr. Daniels made the following comment that they will be meeting with MURP for all the learners & drivers license after the meeting.
Arts & Culture Programme – Mr. Pakade said that the service provider has been appointed to do music development programme training for 15 learners in the ward for 10 days.
Vygekraal River Pedestrian Bridge – Mr. Mohamed said that the bridge is currently under construction and will be completed early next year.
Cllr Adams thanked the official in making sure that the local labor issue was sorted and the bridge is going to be completed.
Cllr Achmat said they were in a meeting with Cllr Adams and there will be upcoming festive season and what can be done as when there are activities all the Law enforcement officers are at the venue and after the activities are done they also do not monitor all the community who attended the event are secured.
Cllr Adams conquered with Cllr Achmat and further mentioned that the waste management outside the venue also need to make sure that the venue and the surrounding areas do not have litter and make sure that the refuse is collected. He said that after the event there are only two Law enforcement vehicles and that cannot help as they do not stay for a long period. He also mentioned hat the Subcouncil should also be invited in the planning meetings to be able to know which department is responsible in order to monitor their intervention after the events and be held accountable.
Cllr Moses said that the events office has to communicate with councillors on all the events that get approved and make sure that the councillors are informed.
Ms Zameka Ndabambi has a project in ward 30, 40 &46 and gave a detailed specification of the project. She also mentioned that she sent an email to the councillors and still waiting for the response from councillors.
Cllr Cassiem said that the project is for a specific area and people who should be employed should stay at the particular space or in close proximity of that area.
Ms. Salie said that there was a problem with the quotation that was received the vendor quoted for one set of soccer poles instead of two sets and they had to cancel the purchase order and they will re advertise and they have committed funds for another projector to be procured.
Cllr Cassiem said that they hosted an event last Sunday and all the requirements from the department were not procured and it was a disaster and no communication was done.
Cllr Nikelo said that the Manager need to send an email to the official and get a detailed report.
Cllr Cassiem moved for the noting of the report, seconded by Cllr Moses.
There was unanimous agreement with the resolution.
