It is NOTED that an application for a liquor license received from OK LIQUOR TYGERDAL was considered in terms of sub-delegated authority and that the following recommendation was forwarded to the Liquor Authority in terms of the Western Cape Liquor Act, 2008, as amended:
 
SubCouncil 04 recommends that the application for a Consumption OFF Premises Liquor Licence, reference no. LLA23090024, for the business OK Liquor Tygerdal be CONDITIONALLY SUPPORTED subject to cognisance be taken of the following objections that were raised:
  • Objectors believe that the existing parking area might prove to be insufficient if a liquor store opens on the premises. It can be realistically anticipated that there will be an increase in clientele given the proposed product offering, namely liquor. There are some street parking bays, in Alice Street as well as in Strelitza Street, however, these will most probably be more frequently used if a liquor store opens and objectors believe that the realistically anticipated increase in traffic is not ideal in a predominantly residential area.
  • Concerns regarding how large delivery vehicles will impact the public infrastructure and where they will stop to do their deliveries. Road markings will also have to be considered that indicate the loading zones whether it is from Strelitzia Avenue or Frans Conradie’s side. The objectors understand that deliveries are already done via heavy-duty trucks, however, the objectors are highlighting the realistically anticipated increase in deliveries.
  • Will heavy delivery vehicles only deliver off Frans Conradie Drive? In other words, will delivery vehicles only “park” on Frans Conradie Drive?
  • Potential anti-social behaviour from patrons. How will the applicant mitigate potential anti-social behaviour in the close vicinity of the proposed premises? The objectors acknowledge that their objections might be speculative but base their “speculatory/anticipated” concerns on observations at liquor premises in similar locations as the proposed premises.
  • That Learning Ladder Educare is located opposite the proposed licensed premises.
  • The Goodwood Primary School and Klein Tygerdal Pre-Primary are schools located near the business. It must be noted that there are pre-schools located at the three entries/exits of Tygerdal of which one school directly faces an outlet across from them. Primary schools and a High School are within a 2km radius from this location.
  • That the Protea Home (Aged/Frail Care Centre) is located near the business.
  • There are churches near the business.
