I trust this email finds you in good health.
Thank you for your update – this is an urgent matter as this can affect people’s municipal accounts and the situation right now is people are to scared to call out for septic tank extractions in fear of high municipal accounts. Non-payments lead to piggy backing etc. which further negatively affects them financially.
Hope we can have some feedback by the end of this week.

UPDATE TO MOTION RE. REQUEST FOR CONCESSION TO EMPTY SEPTIC TANKS IN WARD 43
On 14 August 2023, I submitted a motion of exigency seconded by PR Cllr. Bernie Clark at the monthly sub-council 17 meeting, for the waiver of the tariffs relating to the removal of sewer in septic/conservancy tanks via tanker services. In the light of the heavy rains during the past winter, residents of the Philippi Horticultural Area (PHA) experienced extreme flooding on their properties causing septic/conservancy tanks to overflow which is posing a serious health risk. When the tanks were emptied it filled up almost immediately which had a serious financial impact on our residents of Highlands Estate, Schaapkraal, Knole Park and surrounding farm areas.
As part of the 2023/24 budget process, the City of Cape Town approved water and sanitation tariffs, including the cost of tanker services used to remove wastewater from septic and conservancy tanks. The approval included continued provision of free removals to indigent customers and registered homeless shelters, but discontinued free removals for all other domestic customers (where the first six removals were previously free of charge). This discontinuation aligns with the changes made by the City in 2017/2018, where free basic services were already discontinued for all resident customers, but only maintained for approved indigent customers.
The City has however been made aware of a specific set of circumstances in the PHA in Ward 43 where the high water table, topography and inadequate drainage systems causes water to flood into the conservancy and/or septic tanks during heavy rains in the winter period. After considering the circumstances affecting the residential areas of the PHA, which includes Highlands Estate, Knole Park and Schaapkraal, it was approved that all tanker services charges billed for the period 01 July to 30 November 2023 be reversed.
Any services rendered from 01 December 2023 will be charged in terms of the approved tariffs and residents are required to pay these amounts in full. You are reminded that the current tariff for removal of wastewater via tanker services when provided by the City of Cape Town is R242, 78 (excluding VAT) per kilolitre. However, customers are allowed to make use of alternative private tanker services for competitive pricing.
Dunning locks (suspending all debt management actions) have been inserted on the accounts until December 2023, while this decision is being implemented on the system. These locks will not suspend or terminate any other debt/legal recovery actions, which were initiated prior to this decision and relating to the overdue amounts on the consolidated municipal account.
It must be noted that this decision only applies to the period mentioned above, and the City will monitor the situation closely. Future decisions will consider the current situation and all factors at the time of review.

The Subcouncil Manager, Goodman Lulamile Rorwana reported residents have been engaged on the reversal of charges.
Cllr Jansen explained since the motion was submitted to propose to wave the tariff for the tanker service which was approved for the period 1 July 2023 – 30 November 2023 that all service charges will be reversed. Residents with an arrear amount not related to the tanker service, is excluded. During future rainfalls this exercise will be considered.
Cllr Jansen requested the motion be removed.
