PROGRESSIVE CAPITAL EXPENDITURE: MAY 2023
The ward councilors were afforded the opportunity to speak on this matter.
Ward 54 – Cllr Nicole Jowell
Cllr Jowell expressed that she is relieved that the overall money spent is close to 100% on her ward, but raised some concerns with the following:

Law enforcement overtime - concerned that only 23% spent on overtime which is very low considering that it’s the end of financial year.

Electric Bike maintenance – the department said they did not need ward allocation funds because they do maintenance in house, now I sit with R8000 and two (2) bikes that are not operational which is unsatisfactory.
Ward 55 - Cllr Fabian Ah-Sing
Cllr Fabian expressed that he is worried about his ward allocations specifically the following projects:

CPX.0034571-F1 Loxton & Koeberg Roads – Landscaping:

Cllr Ah-Sing and Mr Bernard Brown had to pivot as the contractor has been found to have done illegal things and was removed from the project.

Cllr Ah-Sing still to find out what the actual pivots will be as the money needs to be spent soon.

Extortionists came up to the construction team on duty and the team could not be sent back to the site as Safety & Security is required.

The funds are not enough to hire Safety and Security therefore the funds will be redirected to something else.

Cllr Ah-Sing has given some options of how the R200 000 can be spent
Bernard Brown commented:

There is a contractor already on standby waiting for the go ahead on the project.

Project expected to be delayed by two months, so expecting a start in August 2023.
Ward 57 – Cllr Yusuf Mohamed
Cllr Mohamed is satisfied with the progress.
Ward 77 – Cllr Francine Higham
Cllr Higham requested update on the following projects;

CPX.0030644-F1 Burnside Park – Upgrade:

CPX.0030790-F1 Gardens Tennis Club – Resurface Court:
Bernard Brown commented:

Contractor started on the 15/06/2023 in Burnside Park.

Bad weather conditions are delaying the project, Gardens Tennis Club.
Ward 115 Cllr Ian McMahon
Cllr McMahon stated that he is happy with the overall progress for his ward but gave the following comment:

WPX.0013500 Fence Repairs – Cllr queried about the fence repairs

Cllr McMahon suggested that the line departments should consider doing repairs from their own budget for the two sites, heritage fence and history sites.

This must be confirmed in writing by line department by end of the day.
Bernard Brown commented:
Bernard advised that all funds for CAPEX projects will be spent within the financial year.
