SUBCOUNCIL 18 REQUEST: STATUS OF THE VAGRANT ISSUE AT GRASSY PARK LIBRARY, GRASSY PARK AS SUBMITTED BY SOCIAL DEVELOPMENT DEPARTMENT
 
The Chairperson suggested with the Mayor’s visit that he get the opportunity to have a look at the vagrant issue at Grassy Park Library, at present there is a legal process underway.
 
Ald S Rossouw stated that she noticed that the department has stop doing patrols and she would like to know the reason. She said 15 people has been removed thus far with only 5 people remaining. She would like to know why the five had to remain behind.
 
Mr F Monk responded that there are regular interventions happening and you cannot remove the people and this is why the department is going the legal route and once it has been finalized then they can be removed and not allowed to come back.

015Q/2018/19 CONSTRUCTION OF NON-MOTORISED TRANSPORT (NMT) FACILITIES IN GRASSY PARK
 
Cllr D Nelson stated that the item can be REMOVED from the matters outstanding as the project is completed.
 
The Chairperson indicated that the item can be removed but to wait on the closeout report at the next meeting.  He said the NMT project is one item, secondly the challenges at the scout’s facility, which is a separate issue, and Cllr Nelson is dealing with.
 
Mr F Monk stated that Recreation & Parks have submitted a reservation for the land.
 
The Chairperson requested that a follow-up be made regarding the reservation and which is a matter that can be pursued

  1. Subcouncil to follow-up on the matter regarding the reservation of the land made by Recreation & Parks.
 
         b.That a close out report on the NMT project be available at the next Subcouncil.

PROGRESS REPORT: LEASE OF CITY LAND, BEING ERF 2046 AND A PORTION OF ERF 2047-0-2, GRASSY PARK, BLESBOK AVENUE, LOTUS RIVER: LOTUS RIVER YOUTH CLUB
 
The matter has been discussed under the MRA’s item.

MOTION OF EXIGENCY: ESTABLISHMENT OF ZEEKOEVLEI CATCHMENT FORUM (DATED 17 NOVEMBER 2022)
 
Cllr F Lombard stated that she would like to understand the timelines because the report reflects September 2023 and the heading states November 2022 and have not received one email update.  She also need to understand that this matter is on track, that the motion is dealt with properly, and that the forum be established.
 

Mr F Monk responded that he would be engaging with Mr Abdullah Parker regarding the establishment of the forum and will put forward the Subcouncil’s request to establish it sooner rather than September 2023.

That Subcouncil follow-up with Abdullah Park regarding the establishment of the Zeekoevlei Catchment Forum.
