Resolution detail

The Chairperson introduced the report on Applications for Extension of Liquor
trading hours in respect of Ward 44 – Heideveld Liquors Heideveld, ERF 108921
Postern Road, and Heideveld 7764 and asked the Subcouncil manager to take the
meeting through the report.
Mr Daniels said that the report is for noting and a recommendation has be done
and the extension was approved.
Cllr Moses said that under the recommendations bullet point 4 it states that Not
sell alcohol to minors or is it Not to sell alcohol to minors. He said that he supports
the report.
Mr Daniels said that Cllr Achmat who is the representative of Al-Jama-ah party
said in a previous Subcouncil meeting that they do not support any liquor license.
Cllr De Vos said she does not approve the application for the extension of trading
hours, the Subcouncil nominated representative in the Local Drug Action
Committee, and how is this going to improve the lives of the community when we
are approving the extension for the liquor licence. She also said that there is a
huge crime rate in Heideveld and there is also a school, church and a drug house
nearby and would like to know if these people do pay taxes as this is a business.
Cllr Nikelo said that Cllr De Vos could find out from relevant departments as it is a
legal to request for information if a community representative is not clear about
such issues.
Cllr Moses thanked Cllr De Vos and said that the business struggled for years to
get the licence and would said that every licence application there must be a tax
compliant certificate as part of the application. He also mentioned that there has
been a change of management in the establishment and he went to visit the place
and looked at the system of safety and compliance and everything was in place,
he also informed them if there are going to be challenges they will be held liable.
He said that if there has been an increase in criminal activities that report should
be attached with the application and the CPF failed to give that report. He also
said it would not be proper to stop local business as they are also trying to put food
for their families.
Cllr Nikelo said that the councillors can report the illegal activities with the liquor
officer at the police station and they can be able to revoke the licence.
Cllr Moses moved for noting of he report. Alf Jacobs seconded the proposa.
There was majority agreement with the resolution.

BE NOTED with comments made by councillors
