It is recommended that Remainder Erf 5969 Wesfleur, situated at Montreal Drive, Beacon Hill, in extent 499 361 m² and as indicated as ABCDEFGHJKLMNPQRSTUVWXYZA’B’C’D’E’F’G’H’J’K’L’M’N’P’Q’R’S’T’U’V’W’X’Y’Z’A” on plan 130009540v1 attached as Annexure A, be reserved for the Planning Branch within the Informal Settlements Department, subject to the following conditions:

The subject property shall be utilized for relocation of current informal settlements and BNG housing, facilitated by the Informal Settlement Department;

The Informal Settlement Department takes responsibility for the required land use processes, as well as compliance with legislation related to the utilization of the property;

That cognizance be taken of the comprehensive internal branch comments listed under paragraph 9 below;

The said Department accepts full responsibility for the management and maintenance of the land and structures erected thereon, including maintenance, utility consumption, security and content insurance, as is applicable; and
-
That all costs related to the above be provided for by the Informal Settlement Department.
The Subcouncil members commented as follows:
They expressed their unhappiness and disapproval regarding the report.
They enquired whether there are any other possible land which could be considered for this request.
They further stated that the consideration to allocate an informal settlement opposite a residential area, will not suffice and this request would receive disapproval from the current residents.
The official, Mr P. Strumpher, explained that the report is merely a reservation process and public participation has not been conducted.
The Subcouncil members requested that the relevant line deparment meet with the Subcouncil, possibly at the next Activity Day, to discuss all the options available before this matter is taken further.
After consideration and discussion, it was Resolved that, Subcouncil Refuse and Not Support the report.
