That the outcome of the traffic calming assessments received during the period April 2023 BE NOTED.

That the Transport Department (Transport Planning and Network Management) in future to holistically consider traffic calming requests within a specific ward / area within Subcouncil.
C. That the applicant(s), where applicable be informed of the outcome of their traffic calming requests with reference being made to the budget constraint.

1. Ward 21: Fisant Street, Amanda Glen (TNDN3991). Request for traffic calming received from Mathys Boonzaaier.
That based on the assessment and having considered the City of Cape Town’s Traffic Calming Policy, additional traffic calming NOT BE RECOMMEND along Fisant Street for the reason(s) as set out below.
REASONS FOR NON SUPPORT RECEIVED FROM TRANSPORT (Akhona Maseko)

Fisant Street is a class 5 road located within a medium density residential area in Amanda Glen.

Traffic calming measures should first and foremost be provided to protect the most vulnerable road users where they occur in the largest numbers, specifically in the vicinity of public facilities. The roads adjacent to schools should therefore be the primary focus of the traffic calming programme.

Our assessment indicated that there are no schools or any public amenities like day-care’s, play parks etc. along the length of Fisant Street that have the potential to attract significant volumes of vulnerable road users along the roadway, hence the potential for pedestrian /vehicle conflict is considered low.

We do acknowledge that there is a small shopping centre along Fisant Street, but it has already been protected by 2 speed humps.
2. Ward 105: Joostenberg Road, The Crest (TNDN3994). Request for traffic calming received from Mathys Boonzaaier.
That based on the assessment and having considered the City of Cape Town’s Traffic Calming Policy, two (2) speed humps along Joostenberg Road BE RECOMMENDED and placed on the awaiting funds schedule.
3. Ward 105: Kapokberg Crescent, The Crest (TNDN3992). Request for traffic calming received from Mathys Boonzaaier.
That based on the assessment and having considered the City of Cape Town’s Traffic Calming Policy, additional traffic calming NOT BE RECOMMENDED along Kapokberg Crescent for the reason(s) as set out below.

Kapokberg Crescent is a class 5 road located within a medium density residential area in The Crest.

Traffic calming measures should first and foremost be provided to protect the most vulnerable road users where they occur in the largest numbers, specifically in the vicinity of public facilities. The roads adjacent to schools should therefore be the primary focus of the traffic calming programme.

Our assessment indicated that there is a school (Rainbow Montessori) along Kapokberg Crescent that has the potential to attract significant volumes of vulnerable road users along the roadway, however the school has already been protected by two (2) speed humps and no other public amenities were identified on the road.
4. Ward 103: Hennop Street, Langeberg Ridge (TNDN4055). Traffic calming request received from Donovan Marais / Bonamy Holtak.
That based on the assessment and having considered the Traffic Calming Policy, traffic calming NOT BE SUPPORTED on Hennop Street, however, for safety reasons, the painting of Barrier lines and sharp bend sign(s) BE RECOMMENDED. To be placed on the departmental wish list for implementation during the 2023/24 financial year.

Hennop Street is a class 4 road located within a medium density residential area of Langeberg Ridge.

The City of Cape Town’s Traffic Calming policy addresses schools, recorded hazardous locations and public facilities, where significant volumes of pedestrians cross the road at a given point.

During the site visit, traffic volumes were not significantly high and volumes remain well within the environmental capacity of the road and pedestrian volumes low.

Our assessment indicated that there are no schools or any public amenities along Hennop Street, which may attract significant volumes of vulnerable pedestrians along the roadway. Therefore, the potential for pedestrian/vehicle conflict can be considered low.
5. Ward 103: Belami Close at Bakersfield Estate and Belami Ridge accesses (TNDN4011): An traffic calming application served before Subcouncil 7 on 18 January 2023, vide item 07sub16/1/2023 which, at the time, was deferred for a site visit. The site visit resulted in a request for a survey to be conducted and reported on.
That the proposal received from Consultants ITS, as reflected below (layout maps reflected on agenda pages 292 to 294) BE SUPPORTED, a meeting with the Ward Councillor be conducted prior to implementation as it is requested that implemenation be done in increments to assist with traffic flows.
? ROAD MARKINGS:

Word marking (GM7) is to be painted along the Belami Close approaches before the entrances of Belami Ridge and Villa Palazzo. The word markings (GM7) should read “SLOW DOWN”, refer to Annexure A, Drawing Number 4513.1 / TNDN4011 / 01 for the locations of the recommended GM7 roading markings.

The existing yellow left-edge line (RM4.1) along Belami Close between the Brackenfell
Boulevard/Belami Close roundabout and the Belami Ridge access is to be repainted. The
existing RM4.1 line is faded, refer to Annexure A, Drawing Number 4513.1 / TNDN4011 / 02 for the locations of the recommended RM4.1 roading markings.

The existing no overtaking line (RM1) along Balemi Close in front of the Balami Ridge and

Bakersfield complex is to be extended to one sold line, refer to Annexure A, Drawing Number 4513.1 / TNDN4011 / 02 for the locations of the recommended RM1 roading markings.
? SIGNAGE:

Concealed driveway signs (W218) are to be placed along Belami Close on the approaches of Belami Ridge and Bakersfield Estate entrances, refer to Annexure A, Drawing Number 4513.1 / TNDN4011 / 01 for the locations of the recommended W218 signs.

Right turn ahead prohibited signs (R210) are to be placed along Belami Close on the approaches of Belami Ridge and Bakersfield prohibiting motorists from making a right turn movement in or out of the complex’s entrances, refer to Annexure A, Drawing Number 4513.1 / TNDN4011 / 03 for the locations of the recommended R210 signs.

Right turn prohibited signs (R212) are to be placed at the entrance of Belami Ridge and
Bakersfield Estate prohibiting right turns into Belami Close Road. Motorists should turn left and turn around at the roundabout to drive in the opposite direction, refer to Annexure A, Drawing Number 4513.1 / TNDN4011 / 03 for the locations of the recommended R212 signs.
? BOLLARDS:

Flexible safe hit bollards are to be placed next to the northern yellow left-edge line along Balami Close. The visual impact of the bollards should discourage speeding out of the roundabout on the approach to the Belami Ridge access, refer to Annexure A, Drawing Number 4513.1 / TNDN4011 / 02 for the locations of the recommended bollards.

Flexible safe hit bollards are to be placed on the new extended no overtaking line (RM1) directly opposite the Belami Ridge and Bakersfield Estate entrances to prevent right-in and right-out movements, refer to Annexure A, Drawing Number 4513.1 / TNDN4011 / 02 for the locations of the recommended bollards.
? ROADSTUDS:

Yellow/Red roadstuds are to be placed along the yellow left edge line (RM4.1) on Belami Close 9 meters apart, refer to Annexure A, Drawing Number 4513.1 / TNDN4011 / 02 for the locations of the recommended roadstuds.

Red/Red roadstuds are to be placed along the white no overtaking line (RM1) on Belami Close 9 meters apart and 4.5 meters apart at the painted island, refer to Annexure A, Drawing Number 4513.1 / TNDN4011 / 02 for the locations of the recommended roadstuds.
6. Ward 21: Vygeboom Road, Vygeboom (between Durbanville Avenue and Landskroon Road (TNDN3866): Request received from Charl Cowley.
