That the minutes of the ordinary Subcouncil 13 ACT meeting held on 30 January 2023, BE CONFIRMED.

MATTERS ARISING FROM THE PREVIOUS MINUTES
 
Cllr T Mjuza emphasized the importance of inviting Line Departments that deals with issues such as Electricity, Water rebate, Indigent grants for elderly, outreach programmes to touch-base on important issues that concerns our communities at large. He asked if the SC Manager can engage with various Line Departments to bring such programmes and services closer to the communities.
 
Cllr T Mjuza said that the project in Mawumawu, Erf 8448, the relevant needs to be requested to provide accurate report on the progress of this project with tangible information as to what was promised by the Line Department.
 
He indicated that there was a meeting held on 07 March 2023, were a lot of complaints for housing developments were raised but apparently the officials there present at the meeting but left without speaking as there was no item for them to report. This was a disappointment as there are issues still need to be responded too, by this Line Department.
 
Cllr L Sonyoka indicated that he requires more information and clarity regarding the electrification of Khikhi, the project manager being Mr. Ismail Green needs to be invited to address this matter and requires SC Manager and Chairperson to intervene in this matter.
 
Cllr M Gadeni indicated that there was a workshop for Neighborhood Watches that was held in Cape Town, none of Subcouncil 13 NW members where invited, Mr. Homani to provide answers as to why they were not invited.
 
L Bobo indicated that he will follow up with Line Department with the issue of electrification at Khikhi and arrange a meeting with Ismail Green. He stated that there was an email from Speaker’s office, where the Ward Cllr needs to be specific in which areas he would like these programmes be implemented and also such programmes also be incorporated with the Capacity Building events that are in pipelines within these Wards during current financial year. He said that the issues to be raised for Zanekile’s Line Department, a meeting will be arranged where these matters can be addressed.
Cllr N Makasi stated the unhappiness when it comes to prioritization of our areas, all Councillors are requested to submit the list of their areas to Nomvuyiso and highlighting the topics that should be covered for this programme so a particular Departments be invited to our areas to address these matters.
 
Cllr N Makasi indicated that on project Erf 8448, she had a meeting with the CLO and they indicated the project will be completed on 31st March 2023, Chairperson said to the CLO of the project there should be no stories as end March is approaching and the Line Department should implement what was promised for the project.
 
She said that Mr. Zanekile and Rudolph Daniels came to the meeting held on 07th March, they left the meeting and left their contact information, she will provide this to the SC Manager in order to arrange a follow up meeting where all their issues and concerns can be addressed.
 
Cllr N Makasi indicated that further intervention in arranging the meeting with the contractor, the security company, the Ward Cllr and the Subcouncil needs to be urgently arranged to discuss the electrification of Khikhi.
 
She requested that N Fanishe writes a letter to the Safety & Security officials including Shaun Homani to provide answers as to why SC13 NW members were not invited at the workshop held in Cape Town.
