			| Subcouncil 6 SUPPORTED and NOTED the report and recommended to the Immovable Property Adjudication Committee that the lease of various City land in Bellville, as listed in the attached schedule of properties marked Annexure A to the report, shown on the attached Plans TA 104v1, TA 152v1, TA 153v1, TA 154v1, TA 158v1 and TA 238v1 marked Annexure B to the report, in extent as per Annexure A to the report, to the Voortrekker Road Improvement District (VRCID) or its successor in title, be approved subject, to inter alia the following conditions, that:
 
 a) A total market rental of R126 250 per month inclusive of rates and
 excluding VAT calculated at the rate applicable at the time of transaction
 be payable;
 
 b) The monthly rental shall escalate at 6% per annum compounded annually
 on a pro rata basis commencing 2 months from date of valuation, i.e. as
 from 2022-01-01. Accordingly, the above recommended rental will be
 effective and payable as from 2022-01-01;
 
 c) The lease will endure for a period of three (3) years, with the rental to be
 reviewed after a period of one (1) year;
 
 d) The property be used for parking purposes only;
 
 e) A 3 (three) months’ notice of termination clause be included in the lease
 agreement;
 
 f) The Lessee will be responsible for full repair and maintenance;
 
 g) Consent to be obtained for any advertising, operator agreements/subleases
 or management agreement and any other commercial activities on
 the property, in such instance, the rental may be reviewed, if deemed
 applicable;
 
 h) The Lessee is to provide yearly financial statements of the appointed
 Parking Operator to the City;
 
 i) The above rental excludes any municipal services and operational costs;
 
 j) Subject to such further conditions imposed by the Director: Property
 Management in terms of her delegated authority;
 
 k) Subject to compliance with any other statutory requirements;
 
 l) No compensation will be payable for any improvement made to the
 property.                 .
