The Subcouncil Chairperson introduced this item and further gave an opportunity to the Subcouncil Manager to indicate officials who will speak on items. Ward 44 Cllr Moses said that his project is on track as he is in consultation with the project manager. The only concern was the fencing that was stolen and this was to be fixed in January. He further said that there is an issue of security on site. Ward 46 Cllr Cassiem said that floodlights are working and in order and also the traffic calming (speed humps) were done. There are savings in the projects and he would like to meet with the new project manager on how to make use of the available balance. He also said that he would like the Subouncil Manager to get a report regarding the Pooke Se Bos Housing Project. He further said that all the operational projects are ongoing and the only concern is that the ECD equipment where there is spending onthe allocated amount however he has not received any items from the officials. He further said that the Subcouncil Manager should get the information of all projects. The Subcouncil Chairperson said that in the caucus they had concern of non-visibility of VPUU officials, as they are aware that they do service the Subcouncil and have resources to assist when we have projects and would like the Subcouncil Manager to take it up with the relevant officials. Cllr Cassiem requested information about the savings for the Sport Carnival. Ms. Salie said that Cllr Cassiem indicated that they would like to procure balls with the balance and as soon as the tender is approved, they will purchase everything that the Councillor requested. The Subcouncil chairperson said that the process of waiting for the tender process to approve will that not make Councillors have unspent funds as we are approaching the end of the financial year and would advice the official to have another plan in place. Ward 49 Cllr Adams said that he would like the official to give an update regarding the CCTV camera upgrade at the Athlone Stadium. He also said that as the Ward Councillor, the Official should inform them of activities that will occur at the stadium. The City of Cape Town invests funding for the upgrades in the facilities and it would be proper for the Ward Councillor to be aware of the activities that would happen in order to inform the community at large. Cllr Nqavashe said that the Ward Councillor should be informed of all sporting activities happening at the stadium and be invited by the people doing the tournaments especially the Ward Councillor, as he has to be the person who will give the opening. He also said that this would bring the facility closer to the community so that it cannot be a white elephant and the community will have joy and make sure that the facility do not get vandalized. Cllr Nikelo said that for all events happening at the stadium the Subcouncil and Councillors should be prioritized when giving out tickets. Mr. Le Roux said that the Athlone Waste Water Capacity Refurbishment of the existing plan in bringing it back to it is an old design and making provision for the new works expansion the current contract commenced in November 2022 and it is currently in the design review space and will have operational studies completed. Cllr Adams said that he had a conversation with Mr Petersen that they need to prioritize the safety wall between Kewtown and facility, as there are a lot of vandalism from the Kewtown side. Cllr Achmat said that in the report there are two amounts R60 000 000 and 30 000 000 for the same project enquiring the reason. Mr Le Roux said that it is two different source of funding, EFF 1 and USDG funding and said there were contingencies on the contract and they could not use the EFFfunding for the planning phase. He said that they have done reposting and veriments and the amount will be deducted from the R30 000 000 and that will reflect in the next report. Vygekraal Riverbank Upgrade Cllr Adams wanted information regarding the Vygekraal Riverbank Upgrade with the amount of R3 625 887 as it states that the project is on track, no communication received from the official and the community public participation process is not done as it affects more than one ward. Cllr Cassiem said the upgrade of the canals involves all our wards the Geotechnical studies have commenced and they have provided correspondence that can be sent to communities via WhatsApp informing them about the process. He said he would contact the contractor to find out how far are they with the Geotechnical study. The Subcouncil Chairperson said that the Subcouncil has a responsibility to keep track of all top 20 capital projects and that was discussed in the FOCOS meeting. Cllr Adams said that he mentioned in the last meeting that the official mentioned that the equipment that was requested could not be procured and there has been no communication as to what can be procured with the funds. He said that he would like the Chairperson and the Subcouncil Manager to have a meeting with the official as he was in contact with the facility manager and received a long list of items that they would want to procure. Ms. Salie said that the tender will come through before the end of March and if that does not happen, she will have a meeting with the councillor to see alternatives. Cllr Adams said that the project of the Athlone Swimming Pool and Water Safety Programme and he was informed last week that the pool is closed because of technical issues and this compromises progress of the swimming programme. Ms. Salie said that they are in contact with the Water And Sanitation Department. They have procured the ceiling that was causing the leak on the pumps, and they are waiting from the department to inform them when they will come to fix the leak. Cllr Adams said that they have been waiting for a long time for the pool to be operational and the delays from the Department will cause problems as the pool was working for a small period. He said would like the official and all departments involved to have a sense of urgency and fix the swimming pool. Cllr Adams said that the repairs and maintenance of facilities process always takes long and the concern is that when the pool is fixed it will not be operational as the schools will be open and it will be Winter season. He would like the subcouncil to assist the official. Cllr Nikelo said that the Subcouncil Manager and the official must meet with the department to get clarification of the hold up and get timelines. Cllr Adams thanked Ms. Salie for all the updates.ECD Equipment Cllr Adams said that he sent an email to the Mr. Daniels requesting assistance with regards to the official procuring the ECD equipment as in the report it has 94% spent and he only received 20% of total of the equipment and there is no positive response from the officials. He also said that he had a conversation with Norma on how they will spend the balance and is worried that the items will not be delivered in time. He also mentioned that he requested the information from Mr Cedras for the park attendants and he did not get a report back. He said that he received complaints from the Civic Association that some parks have attendants and some do not have attendants. Mr. Cedras apologized to Cllr Adams and said that the information came through this morning and he has forwarded everything to Cllr Adams for him to verify and approve the process. Vygiekraal Pedestrian Bridge Mr. Mohamed said that the due to the expiry of the previous tender, a new tender has been advertised. Initial spend will be for PSP only for tender stage services. Anticipated construction spending will commence from March 2023. The contract was in appeal process Cllr Adams said that the contract expired last year and a new contract was going to be in place this year in March and the official now states that it is still in the appeal process due to delays. He would like to know what happened during that period. He said that he thought the officials would be informing them when they starting with the implementation of the bridge in April 2023. Mr Mohamed said that they are waiting for the appeal process in order to get the permit. Nothing can be done without the permit. Cllr Cassiem said that the ECD equipment has 94% spent and nothing has been delivered. Mr. Abobarka Abrahams said that the SCM process was done and they are still waiting for the Purchase Order numbers and only then they can spend the balance of the funds. Cllr Nikelo said that when they procure items do they have timelines of when the delivery date would be so that when the date passes they can come up with another plan. Mr Abrahams said that they are in contact with the buyers and he will also inform his Area Manager in order to take it up with the Supply Chain Management. Cllr Achmat said that the report from the official and the report written does not make sense. It states that the funds are spent whilst the official is saying that they are still waiting for Purchase Order numbers. He also said that there is a meeting with the Mayor and will raise this issue. Cllr Adams said Mr. Abrahams’ colleague said that the problem is not with the Purchase Order the problem is with the supplier and would like to know where theproblem is. Mr. Abrahams said that the supplier did not have the items that were requested and they had to reverse the purchase order to a second supplier. He said he would send an official report to the Subcouncil Manager. Recreation and Parks Mr Nkahla said that he has 3 projects and if councillors have questions he will respond Cllr Cassiem and Cllr Moses said they would send an email to Mr Nkahla for the site visits. Cllr Cassiem said that he would the Manenberg Swimming Pool to be fixed and would like to know who can assist in making sure that it is operational. Mr. Bidla said that they are waiting on a tender to see the plans of the structure and they can be to see the components and be to determine what is required and it is on top of the priority list so that it can operation in December 2023. He also said that he can engage with Cllr Cassiem after the meeting. Cllr Cassiem said that he would like the subcouncil to guide the assessment of the project and Ald Jacobs be part of the meeting so that it can have more information as the site need a proper refurbishment for the whole swimming pool. Mr Bidla also asked the MAYCO member to be involved in the process. Safety Mr. Daniels said he would like feedback regarding the departmental project of installing a new camera in Manenberg. Mr Cole said the consultants was on site and they had a meeting and the completion of the project will be June 2023. Transport Manenberg PTI Ms. Ohlson said the Manenberg PTI they have consultants on board they have done a plan of the PTI and a presentation with the location and a design for Manenberg area will be tabled in the next Subcouncil meeting. Road Rehabilitation of Concrete Roads Mr Gentz said that the consultants were busy with the detailed designs for the road habilitation and investigations are done it will be completed before the end of the financial year in July. He said that the contractor was schedule to be onsite in 2024 but there was a USDG grant budget reshuffling in December for the rehabilitation of concrete roads and some projects including Manenberg project were delayed for 2 – 3 years. He also mentioned that the plans and designs will be kept in order when funds are available they use the approved plans.Cllr Cassiem said that the upgrade of Vygekraal concrete roads would that also form part of the project for 2025. Mr Gentz said that they have another framework contract currently being reviewed and the new contract is evaluated as it has a provision for concrete roads rehabilitation, and If funds are available they can be able to use it to fix the concrete roads. Cllr Cassiem said that the roads in Manenberg have been there for more than 50 years and he is not sure which criteria does the department use when deciding to shift funding. He said he will have to take it with the chairperson of the prescient as in Manenberg there no capital projects and each and every time funds are not allocated for the area and there are still people walking in dusty and part of road that still have sand. Bus Stops Cllr Adams asked for an official dealing with bus stops. He would like to know about the bus top in Klipfontein road under the bridge next to Hazendal it was sent to the MAYCO members office and a site visit was conducted it needs a repairs and maintenance as illegal activities are happening there. He also said that it has been more than 4 years in that state and would like the department to take ownership and restore the bus stops and the ticket kiosk. He further said that most of the bus stops along Klipfontein road are used by homeless people as a sleeping area and are not clean. Ms. Ohlson said that she is the official dealing with the bus stop and MY Citi bus and said that she is trying to get hold of her colleague to join the meeting and to give feedback on site visits that they have conducted with Law enforcement. They had site visits as they received complaints of social activities in shelters and would like the Subcouncil to note public shelters and law enforcement depot to remove the homeless people. The Subcouncil Chairperson asked the Subcouncil Manager to take the matter up with the officials and give a report to the subcouncil. Mr Sokupa said that he has a project for Thambo street for traffic calming and wanted clarity from the Subcouncil if the road is it in ward 40 or ward 44. Cllr Moses said the project is for ward 44. Mr. Sokupa said that he would draft plans and revert to the ward councillor with the start date of the project and also have few plans for resurfacing of roads in ward 40. Electricity Ms. Moosa said that she will report on the MV system and there are no active project for the Gugulethu area they finished in December and all the new projects will start in the new financial year. She said that Mr. Green can also give feedback regarding other electricity projects and also mentioned that if there are comments for Shaun she will escalate the matters. Cllr Cassiem said that they made a request for a streetlight under the bridge Turfal road and Jake Gerwel it is dark and people are using that road and would like toknow the progress on that. He also said that he has a question for streetlights in the flats / courts which department should he contact between Electricity and Human Settlements. Ms. Moosa said she will contact Mr Kemp and get back to Cllr Cassiem during the meeting. Cllr Cassiem moved for noting of the report supported by Cllr Moses. There was unanimous agreement with the resolution. RESOLVED That the report on Progressive Capital Expenditure: January 2023 BE NOTED with the comments from Councillors. . Action: ANTHONY DANIELS
