 RESOLVED unanimously by Subcouncil 2
 
  1. That feedback from Transport in respect of traffic calming assessments for the following BE NOTED;
 
REF STUDY AREA COMMENT /CONCLUSION
TNDN3858 Old Paarl Road between Maroela Street and Sam Njokozela Avenue, Bloekombos, Kraaifontein Vertical traffic calming measures in the form of speed humps or raised pedestrian crossing is not permitted along a road Class 3 road such as Old Paarl Road. Therefore, traffic calming measures are not recommended along the study road section.
 
Additional pedestrian crossing facilities are also not supported along Old Paarl Road, since there is no specific desire line where pedestrians cross the roadway. All intersections along the study section have pedestrian facilities to ensure pedestrians cross the roadway safely.
 
It is recommended that regular law enforcement along Old Paarl Road between Maroela Road and Sam Njokozela Avenue be done.
 
An alternative intersection control such as a traffic signal or roundabout could be investigated at the Old Paarl Road/ Jackson Masala Street intersection where motorist disobey the existing all-way stop control.
 
In addition, the missing road signage at the roundabouts along the study section should be re-implemented.
TNDN3615 Victoria Street, Kraaifontein Regrettably, unless proven otherwise, via quantifiable evidence, additional traffic calming cannot be considered along the length of Victoria Street, Kraaifontein.
 
TNDN3561 No Mini-bus Taxi Parking Prohibition Signs Request Mosselbank Road) Ward 102   It is evident from the site visit and historical traffic counts that it is unlikely that high number of mini-bus taxis would park or rank along Helling Street at the Oude Spruit public parks.
 
Mini-bus taxi parking prohibition sign would be / and should only be warranted should any of the following occur regularly.
 
? Mini-bus taxis rank, park and wait, at the public parks;
? Park and cause noise and /or waste pollution;
? Park in high numbers limiting parking opportunities for the   
   Public;
? Park in such a way that hinder the flow of pedestrians and
   traffic on a regular basis.
 
Note: None of these were observed during the site visit and thereof is no valid reason for prohibition signs to be provided and is thus not warranted.
 
TNDN3657 Request for traffic calming along Church Street (between 6th Avenue and 9th Avenue) Belmont Park Regrettably, unless proven otherwise, via quantifiable evidence, additional traffic calming cannot be considered along Church Street (between 6th and 9th Avenue).
 
 
 
          
  1. That the Transport department investigate an alternative intersection control such as a traffic signal or roundabout at  the Old Paarl Road/ Jackson Masala Street intersection where motorist disobey the existing all-way stop control’
  2. That the missing road signage at the roundabouts along the study section should be re-implemented.
