Ald Kempthorne requested that a site visit be held with the new Roads Infrastructure Management (RIM) Manager.

RIM: Enrico Bell from RIM indicated that they will look at the designs and will do the upgrades and costing of the project. They will also fund the upgrading of the intersection from their own internal budget
Roads also agreed to store the Horse fountain during the implementation of the project.
Arts and Culture indicated that the scope of the upgrading of the Rosebank Horse Fountain, falls outside of their mandate of Monuments and Memorials
Manager: Arts & Culture have been engaging with Cape Town heritage Foundation to explore the possibility of them funding the upgrades
The Cape Town Heritage Foundation indicated that they are willing to look at the request depending on costs
Mailed Enrico Bell to potentially store the fountain during the road realignment process

* The submission of the proposed upgrading / relocation of the horse fountain to Heritage WC (HWC) is being finalised and comment from HWC is expected by the end of 2024
* The re-alignment of the road will then commence with funding from RIM
* The recommendation is that the horse fountain be stored in a safe space until the dispute, to decide on responsible department, is concluded and funding is secured
* Cllr Mohamed has indicated that this is a long outstanding matter and therefore is hoping to have a resolution by the end of 2024 where he will then escalate and move ahead with the plans – Ald Kempthorne is in agreement and will defer to the Ward Cllr on this matter.
