It is recommended that:
 
It be NOTED that an application for a liquor licence received from Kwa SOS was considered in terms of sub delegated authority and that the following recommendation was forwarded to the Liquor Authority in terms of the Western Cape Liquor Act, 2008, as amended:
 
SubCouncil 10 recommends that the application for a Consumption ON Premises Liquor Licence, reference no.  LLA21040009, for business Kwa SOSO NOT BE SUPPORTED
 
Not be supported because of the following:
 
  1. The application is not considered to be in line with the principles of the City of Cape Town: Alcohol and Other Drug Strategy, in that it is located in the heart of a residential area, rather than on a high street or within an economic hub.
  2. Taking into regard the broader social impact of alcohol abuse, the sale of alcohol for consumption off-site and on-site, within a purely residential context is not supported. 
  3. The proposed tavern constitutes inappropriate business creep in this context and will have an unacceptable adverse impact on the amenity and residential character of the area.
  4. The proposed tavern may contribute to an increase of non-residential vehicles within the area thereby resulting in unacceptable adverse impact on traffic safety.
  5. Impacts such as noise, disturbance, invasion of privacy, etc., and the general anti-social behavior often associated with alcohol use, together with the proposed hours of operation, is likely to have a negative impact.
