Resolution detail

It is recommended that:
 

  1. The subcouncil NOTED the current public participation process to obtain comments and proposed categories of contraventions to which sections 130(2) and (3) of the City of Cape Town Municipal Planning By-Law, 2015 (MPBL) do not apply;
  2. The subcouncil submit any comments on the proposals within the timeframes and method advertised.
 
Sub-Council 10 wishes the following to be incorporated into the District Plan for Khayelitsha, Mitchells Plain and Blue Downs - 
 
  1. Support commercial development and residential intensification in Khayelitsha and Mitchells Plain, with a particular focus along the Spine Road Corridor.
  2. Promote mixed use development along Spine Road.
  3. Reinforce Spine Road as a linear spine of commercial/retail/small manufacturing activity within Khayelitsha and Mitchells Plain.
  4. Create small factories and workshops on the Industrial Site known as to enable retrenched workers to use their years of skills and experience in manufacturing to begin start-ups. 
  5. Create an emerging major economic opportunity zone within Khayelitsha and Mitchells Plain; and actively promote nodal development along the False Bay coastline to attract new investments and enhance its tourism potential through better access, innovative landscaping and the upgrading of facilities opposite the two outstanding tidal pools at Monwabisi and Strandfontein.
Create special cultural destination spots in both Khayelitsha and Mitchells Plain to increase opportunities for cultural tourism showcasing art, crafts, music, drama, beadwork, age-old customs, unique hospitality, authentic cuisines, community run markets and tailoring amongst other facets
Develop a Fairground between Khayelitsha and Mitchells Plain to host regular fairs to create manifold opportunities for people to trade, display unique artistry and showcase a blend of indigenous and imported cultural practices making Cape Town a melting pot of cultures
