The temporary closure of The Row Road between Geneva and Battleridge Street is not supported for the following reasons:
Traffic volumes along Battleridge Street are not deemed significant to warrant traffic calming intervention.
Any closure, whether temporary or permanent, would transfer additional traffic onto the road network to the south of Battleridge Street, which would exacerbate traffic congestion already present on the network especially surrounding Muizenberg High.
The proposed high priority project along Royal Road, when implemented, would alleviate “rat-running” through Marina da Gama and improve the level of service along Prince George Drive and Royal Road.
An open and accessible network is favoured from a Transportation viewpoint and any expenditure incurred on implementing a temporary closure i.e. public participation, signage, placing physical measures etc. would be redundant / abortive upon the implementation of the proposed Royal Road upgrade.
Although it is acknowledged that speeding and extraneous traffic may be the basis of the request, these issues are unfortunately prevalent throughout the City of Cape Town.
The Traffic Engineer has however indicated that, notwithstanding the low traffic volumes on Battleridge Street, traffic calming measures may be considered, provided alternative funding sources are sourced, e.g. community funded or ward allocation. This would entail a minimum of 2 speed humps at an
estimated cost of R50, 000.
At the request of Cllr Aimee Kuhl, it was agreed that the item be closed and removed from the Matters Receiving Attention list.
