PRESENTATION: RENTAL STOCK MAINTENANCE AND REPAIRS PROGRAMME
Ms Zelda Paulse of National Housing Finance Corporation (NHFC) presented a detailed presentation and highlighted the following:
· Human Settlements contracted NHFC as the Implementing Agent and Enterprise Development Services for enterprise development which include fund management, implementing agent and mentorship support.
· The City of Cape Town has plans to repair and maintain the 57 519 rental stock units and develop local SMMEs in all four regions (East, North, South and Central).
· Develop CIDB grade 1-3 contractors through an enterprise development programme.
· Provide business and technical support and mid-term reviews to assess development.
· Provision of training and mentorship for local material suppliers.
· Programme duration is 3 years (July 2020 – June 2023).
Cllr R Adams wanted to know whether the Multi-Storey flats, senior cottages and stand-alone rental housing were also part of the scope of work. He said that the Kewtown flats were refurbished nine years ago, but the quality of work was poor. He said that it was important that proper oversight to these projects happen to ensure that contractors provide excellent services. He told the meeting that he was happy that the local SMME’s will be included and that they will be provided with the necessary training to equip them. He also wanted to know whether the suppliers that are not on the database could be encouraged to register to be included in the process by NHFC. He said that he was excited about the project, but it must add value to the people living there.
Ald Cavanagh expressed his concern regarding the SMME’s and how they will include EPWP workers. He said that there are major skills listed on the database and questioned how they will include EPWP. He said that there is a number of people with certain skills that can add value to maintenance and upgrade of the flats. He welcomed the opportunity for the upgrading of the flats, but said that the timeline might be challenging with all the processes that still needed to happen.
Ald March said that there was a disaster with a fire. He said that some of the roof structures still needed maintenance and requested that a survey must be done on the roof structures.
IMs Paulse answered the following in response to the concerns of the Councillors:
- They do not interfere with the immediate disasters within the different departments. The City’s Departments must still attend to their respective issues.
- They will be looking at the historical C3 complaints that are already in the system and that will form part of the list.
- NHFC will look at the SMME grade 1’s and provide training for them to be able to move to grade 3.
- They have a budget of R150m, which will be spread over 3 years.
- They will definitely make use of the SC database for the EPWP workers.
- All rental stock will be covered with this maintenance programme.
- The Rental Stock Housing officials will report back to the SC.
Ald March said that he was excited about this project as it would create many opportunities for the community and thanked Ms Paulse for her presentation.
