RECOMMENDED that,
 
the lease of portion of City land, being a portion of Erf 87375 Cape Town situated at Sunrise Beach at Muizenberg, shown bordered grey and lettered ABCDEFGHJ on the attached plan LT 378v2 marked annexure A, in extent approximately 919 m², to False Bay Surf Lifesaving Club, or its successors in title, be approved subject to inter alia the following conditions: 
 
a) A tariff rental of R 966.09 per annum excluding VAT calculated at the rate applicable at the time of transaction be payable. Rates not applicable; 
 
b) The lease will endure for a period of ten years with an option to renew for a further ten years; 
 
c) The rental will be adjusted annually in terms of the rental tariff structure as approved by Council; 
 
d) The property be used for sports and recreation purposes only and no other purposes whatsoever; 
 
e) Subject to such further conditions to be imposed by the Director: Property Management in terms of her delegated authority;    f) Subject to compliance with any other statutory requirements; 
 
f) Subject to compliance with any other statutory requirements;
  
g) No compensation will be payable for any improvement made to the property; 
 
h) Adherence to the requirements of the City of Cape Town’s water by laws; 
 
i) The council shall have unrestricted access to the lease area where the water services exist; 
 
j) Electricity services are known to exist within the vicinity and any alterations or deviation to electricity services necessary as a consequence of the proposal or requested by the applicant will be carried out at the applicant’s cost; 
 
k) A wayleave shall be obtained from the Electricity Services Department before any excavation work may commence. All excavation within 3 m of the Electricity services must be carried out under the direction of a representative of this department. In this regard please contact the Electricity Department two weeks before commencement of the work on 021 763 5650; 
 
l) Telkom services are known to exist within the lease area and it is the responsibility of the applicant to notify Telkom immediately should the applicant locate any Telkom plant which might not be indicated on the plan; 
 
m) No mechanical plant or vibrator may be used within 3 m of any plant (i.e. any Telecommunication equipment above or below ground level); 
 
 
n) A written request must be submitted Open serve for consideration should the applicant require our plant to be relocated. The cost of such a relocation will be recoverable from the applicant; 
 
o) If any plant indicated exist and information or supervision is required, please contact Billy February on 081 363 7849 at least 48 hours before any work commences; 
 
p) Any future developments must comply with Solid Waste conditions; 
 
q) The refuse generated on the premises must be stored on the premises to the satisfaction of the Solid Waste Management Department; 
 
 
r) The applicant must make use of all Solid Waste Services and will be responsible for cleaning of the area; 
 
s) External advertising should be amended in line with the outdoor advertising and signage by laws; 

t) The boom should be managed to limit vehicular access to the beach by providing lock and keys to club members, relevant city department and permitted trek net fishers only; 
 
u) The club should actively contribute to lifeguard development in the city; 
 
v) The clubhouse must be available for city employed lifeguards to operate out of when on duty at Sunrise Beach during the summer season.
