MURP OPERATIONAL PROJECTS 2019/20 REPORT, SUBCOUNCIL 17
Ms Liebenberg spoke to the report and mentioned the following:
· Repairs and Maintenance of Kewtown Flats – the roof repairs had to stop due to COVID-19. Housing Maintenance will fix roofs from their own budget. She pointed out that the final amount reflected in the report was incorrect and that the final amount should be R510 123.66.
· Lansdowne Station Precinct – The final expenditure R530 806.11 reflected in the report is correct.
· Lower College Road and Informal Settlements – The Law Enforcement Monitoring Officers initiative was viewed as a success. The private security company had some success, but did not have the necessary impact to enforce the law. The final amount reflected in the report is also incorrect and should be R808 528.16. The SC Manager pointed out the one invoice of R6900.00 for the clerk was omitted for payment. It had to be paid from the operational budget of the Subcouncil for 2020/21 and she had to report it as irregular expenditure.
Ald Cavanagh said that it was alarming regarding the differences in the figures and wanted to know who changes the figures. He said that he was concerned that the manager had to sign off on an irregular expenditure. He said that this need to be investigated. He requested the house’s support for the SC Manager to get a report with answers on who moved funds around.
Cllr Kleinschmidt concurred that this was cause for concern and agreed that the SC manager get a report with answers. He said that she also needs to check with SCM.
