PRESENTATION: OVERVIEW OF SUSTAINABLE ENERGY MARKETS(SEM) & ELECTRICTY GENERATION AND DISTRIBUTION(EGD)
 
Presentation on Electricity Generation and Distribution conducted by Mr. Hussain Essop
 
Chairperson van Wyk thanked the official for the informative presentation and informing the Councillors of the process within the relevant department.
 
Cllr Mckenzie thanked the official for the informative presentation and requested clarity regarding the report as it gives the indication that all relevant infrastructure is in place but why is it that repairing of streetlights can sometimes take up to 3 months to be repaired. He then referred to a streetlight at his house that’s been out for almost a year.
 
Mr. Essop requested Cllr Mckenzie to forward him the notification number to conduct a follow-up regarding the matter. He further added with the lockdown in place there’s currently a backlog of street lighting repairs as the main priority under level 4 and 3 was assisting to electricity outages and only focused on street lighting under level 2 and 1. He further mentioned there is quite a lot of damages being done to the infrastructure therefore the department will only repair damages on 3 occasions after that the department will see the issue as fruitless expenditure and also sometimes they are unable to see to issues as there is unrest in the areas.
 
Cllr Mckenzie stated the issue regarding street lights has been way before the lockdown as there were endless discussions regarding the repair of street lights and mentioned he almost agree with the official on the vandalism of infrastructure but urge the official to take in consideration that a minority is making it difficult for the majority and we govern for everyone therefore it becomes an issue if repairs will not be seen too because of damages made by the minority.
 
Chairperson van Wyk asked the officials if there are any pamphlets available to issue to the communities informing and educating them on the consequences of vandalism.
 
Mr. Essop agreed to the idea and indicated pamphlets are available which he will issue to the Subcouncil manager to capacitate the communities in taking ownership of the infrastructure within their areas. He also responded that the issue regarding street lightning has been ongoing and therefore these satellite depts. Has been established to deal with these issues.

Chairperson van Wyk thanked the official for her brief and wonderful presentation.
 
Director Wilfred Solomons requested clarity on the relationship between the strategy she has presented and the City of Cape Town’s Carbon and Neutral 2050 pathway, and the action plan to be implemented after a meeting with the departments Director which will be in partnership with the Western Cape Economic Development Partnership(WCEDP).He indicated that it was requested that the initiatives should be brought down to all Subcouncils to provide their input and raise their issues and concerns as well as identifying their needs within their areas to support these initiatives.
 
 
Mrs. Wicht responded that the presentation is different and is requested by the Chairperson of the Portfolio Committee to present to all the Sub Councils and introduction to the Department and the general work the Department is doing.
