SUBCOUNCIL SUPPORT TO HUMANITARIAN FOOD AID PROGRAMME: CLOSE-OUT REPORT DURING 2019/2020 FINANCIAL YEAR
 
The Subcouncil Manager informed the members the purpose of the report is to inform Subcouncil 11 of the process followed to ensure that the Subcouncil implemented the Covid 19 Coronavirus Humanitarian Relief Food Programme for the wards as outlined in the report from the savings realized from Ward Allocation budget projects funds that were reallocated to deserving and needy communities within the area of jurisdiction.
 
In ward 40 an amount of R355 983 was paid to Maxinjana NPO for the distribution of food hampers which commenced from 09-12 July 2020 covering all the areas within ward 40 and one thousand households were serviced. Seven hundred and one food parcels (701) were distributed in the informal area of ward 40 whilst two hundred and ninety parcels (290) were developed in the formal houses of the ward with two households which amounted to five hundred and eighty households benefiting. Maxinjana NPO submitted the distribution registers, evidence pictures, billing invoices and the final report
 
In ward 44 Callas Foundation was paid an amount of R201 647 for distribution of food hampers as well as cooked meals which commenced from 6 July 2020 till 17 July 2020. In ward 44 54 food hampers which benefitted one hundred and eight households were distributed and cooked meals distributed to over eight hundred beneficiaries.
 
The humanitarian relief programme in ward 47 was implemented from 6 July 2020 till 21 August 2020 in partnership with a ward based NGO in order to capacitate and transfer skills.  Cooked meals were distributed to over one thousand beneficiaries, 35 food hampers which benefited seventy households were distributed to deserving beneficiaries and equipment was purchased to support the programme.  Callas Foundation submitted the distribution registers, evidence pictures, billing invoices and the final report for both ward 44 and 47.
 
Cllr Moses informed the members to the correct narrative on page 83 “The savings that were identified was transferred to the Section 12 Mayor’s Special Fund and the allocations of these funds to identified non-profit organisations (NPO’s) that would distribute the food aid and relief efforts to identified beneficiaries that were managed strictly in accordance with the compliance protocols in terms of Mayor’s Special Fund Policy.
