RENTAL STOCK MAINTENANCE AND REPAIRS PROGRAME
Mr Xolile Fula informed the Subcouncil members that the Public Housing Department, has appointed the National Housing Finance Corporation (NHFC), as its partner in developing and empowering small businesses in various areas in the City. The objectives of the programme are:
• Repair and maintain programme for 57 519 rental stock units across 4 regions in the City
• Develop CIDB grade 1 to 3 contractors through an enterprise development programme
• Provide business and technical support
• Provision of training; and
• Local material supplier's mentorship
Mr Fula informed Subcouncil members that they have made the presentation to their Human Settlement Portfolio, which has agreed that they can further engage other stakeholders.
It is against this background that we wish to engage the sub councils in your respective areas on the service offerings of the program.

Councillors made the following comments
Cllr Moses highlight 1 policy noncompliance directive which the service provider indicated, no policy directive in City of Cape Town for having Project Steering Committee via public participation. The white paper is clear public participation will take place to have ward committee, Subcouncil, Councillors and need to have ward committee as formalized to serve as Project Steering Committee. He said he has a concern making use of non-complying committee that want to stall project and do not meet legal requirement in City of Cape Town.

Cllr Cassiem asked he would like to know if sub-contractors do grading compliance in regard to rubble contribute to dumping. He requested that if contractors are found guilty of dumping they be downgraded and must to fined if found guilty of dumping.

Cllr Achmat asked if the MOU empowering the youth to get from grade 1 to 3 and how long does it take. He said his concern is the time period.

Cllr Moses asked that rider be added to SCM process as to who will be awarded applicant. Create a Job Creator. He said we cannot have a SCM procurement process open ended it needs to be properly conducted.
Small contractors need to be assisted regarding SCM process to be followed and tender assistance on how to get contracts is much needed.

Ald. Antonio van der Rheede informed members that the legislated ward committee is the face of communities, Project Steering committee must be the ward committee they adhere to rules of engagement and rules of order. He said the lead way should be given to Subcouncils it is going to build capacity and skills. He requested that the Subcouncil and Councillors to exercise oversight of contractors that is involved in ward hopping for opportunities.

Ald. Antonio van der Rheede informed the members that the City is reluctant to blacklist contractors if they incite others. He said he would like the matter to be incorporated into contract that negative behavior of contractors gets issued with an interdict and City of Cape Town black list contractor.
Mr Fula informed the members that he notes the issues raised regarding PSC and opt for Ward Committee structure as proposed. He said the footprint in the City of Cape Town ascertain persons to register as level one. The aim is to Pay worker, Supplier of material, profit is payed to Contractor. Develop a local supplier to supplier material.
Use the C3 Notifications to do maintenance of rental stock and informed members that as soon as contractor outsource to 3rd party the problem will be addressed. Mr Fula informed members that specialist skills will be sourced outside the ward if the ward does not have. The specialist skills and he clearly stipulated people of good standing in community will be employed because they will be doing work in people’s homes.
Ald. Antonio van der Rheede requested that the Department clearly build enforcement in the project and involve housing police unit be used for intervention, to curb lawless elements that can jeopardize the project.
Cllr Moses informed members that he is experiencing challenges at the Gugulethu hostels, contractors went to do hostel maintenance without informing the community of work to be done. He said contractors do as they please and their work is not done to specification. Hostel dwellers live in appalling conditions. Cllr Moses thanked Mr. Fula for interim measures put in place for hostel maintenance.
Ald. Antonio van der Rheede requested that report be sent to ward committee meeting informing them what is forthcoming.
