RESOLVED TO RECOMMEND
 
Subcouncil 20 does not support the allocation of funds (R222 012, 50) to the Early Learning Resource Unit for the rendering of food relief to the communities of Retreat (Subcouncil 20 and Ward 72) and Westlake (Subcouncil 20 and Ward 71).
 
Reasons for Refusal
 
• Due to the lack of information provided to the Subcouncil, the application cannot be supported in light of the following factors:
 

  • Some disadvantaged areas in Subcouncil 20 have not been
         considered for food relief and cannot be added thereto.
 
o  Ward Councillors have knowledge of the needs in their Wards, the application is silent on consultation with them.
 
o  Regarding the governance of the funding, what percentage will be used on providing food versus administration costs.
 
o  In the report, soup kitchens are referred to in general but no locations or names are mentioned.
 
o  Too many questions remain unanswered, for the Subcouncil to apply their mind and make an informed decision.
 
  • How will oversight be exercised during the execution of the project.
 
  • In terms of the principle object of the organisation’s constitution, it is adult and pre-school education for the disadvantaged and under-privileged, how does this relate to humanitarian relief in the form of meals and soup kitchens
