That it be NOTED that an application for a liquor license was received from R J LIQUORS and was considered in terms of sub-delegated authority and that the following recommendation was forwarded to the Liquor Authority in terms of the Western Cape Liquor Act, 2008, as amended:

SubCouncil 22 recommends that the application for a Consumption OFF premises Liquor Licence, reference no. LLA20080009, for the business of RJ Liquor Shop, Erf 1644, No 14 Hollywood Street, Malibu Village, Hillcrest, BE NOT SUPPORTED for the following reasons:

The subject property namely: Erf 1644, Bluedowns is zoned for Single Residential Zone 1 purposes, an application to permit the sale of alcoholic beverages from a portion of the subject property was upheld as the Planning and Generic Committees decision on the 13 March 2016 subject to conditions attached.

There is no parking available, off-street parking only.

The close proximity to sensitive facility namely;

The New Apostol Church is situated in proximity of 150m radios

There are two schools in close proximity of this establishment namely: Malibu Village Primary and Malibu Village High School

The CPF and Section Commander have submitted objections to this application, “this is a crime ridden area and therefore the social economic factors of establishing of this liquor outlet will make it deteriorate

SAPS Kleinvlei submitted a report with case numbers with an objection of not supporting this liquor establishment.
