RESOLVED that:

the Proposed lease of City Land, portion of Erf 2732 Camps Bay, Beta Road, Camps Bay for parking purposes: National Sea Rescue Institute of South Africa BE DEFERRED to allow an on-site inspection.

Representatives of the Roads Department to be invited to the on-site inspection.
-
After the on-site, a special Subcouncil meeting will be scheduled to consider the application.

31/08/2020: UNANIMOUSLY RESOLVED to Recommend that the following additional conditions be included:

Encroachment in the lane be cleared for pedestrian access. .

A medium term parking plan be looked at from the Subcouncil and Portfolio committee side.

c) Term of lease should be for 3 years only. |
d) Tariff should be zero rated. |
e) Roads Department look at encroachment of the entire neighbourhood on the
road reserve. |
f) Roads Department investigate the possibility of emergency parking bays for
emergency vehicles. |
UNANIMOUSLY RESOLVED to RECOMMEND that the lease of City Land, being a portion of Erf 2732 Camps Bay situated on Beta Road, Camps Bay, shown hatched and lettered ABCDEFGH on the sketch STC 3596 marked annexure A, in extent approximately 179 m², to National Sea Rescue Institute of South Africa or their successors in title, BE APPROVED subject to inter alia the following conditions:
a a market rental of R2 000 per month inclusive of rates and excluding VAT calculated at the rate applicable at the time of transaction be payable. The monthly rental is to escalate at 8% per annum compounded annually, commencing from date of valuation. (i.e. from 30 November 2019 to 31 March 2020) and thereafter 6% per annum. The rental to be reviewed after a period of 3 years;
b. The rental will escalate at 6% per annum
c . The proposed lease term would be for a period of three (3) years.
d. The property be used for parking purposes only.
e. Subject to such further conditions to be imposed by the Director: Property Management in terms of her delegated authority;
f. Subject to compliance with any other statutory requirements;
g. No compensation will be payable for any improvement made to the property;
h. The objections are not upheld.
