It is recommended that:
 
 

1. It be NOTED that an application for a Special Event Liquor Licence in respect of Cosmos Night Club was considered by Subcouncil 8 and that the following recommendation be forwarded to the Liquor Authority in terms of the Western Cape Liquor Act, 2008, as amended:

 
 

2. Subcouncil 8 recommends that Consumption ON Premises Liquor Licence, reference LLA20070019, for Cosmos Night Club NOT BE SUPPORTED, for the following reasons:

 

• Community organisations, like Strand Neighbourhood Watch and Sectional Title Association of Strand, do not support the application
• Erf 5194 already have a liquor license, namely Maguires         (WCP/030503)
• The 2 liquor license applicants are not from Strand, thus I       presume they do not know the social and criminal      problems we are experiencing in Strand. Due to this,      liquor outlets (on consumption) that do not take the      Strand community in consideration, contributes to more      problems than building Strand.
• There are already a big amount of on consumption liquor       licences in a walking distance of 400 meters from erf      5194, namely Maguires (same erf 5194: 2 Michau st),      80’s Bar (100m: 30 Michau st), The Windjammer (210m:      38 Michau), San Francisco Spur (130m: Co-op building   Beach road), 4Seven Pub and Grill (150m: Co-op building      Beach road), Bart’s Tavern (180m: Strand Pavilion),  Fat    Cats Cocktail Bar (190m: Strand Pavilion), Donnie’s Pub      (240m: 5 Abbeglen st), Seafarer Pub (350m: 99 Beach         rd) and 99OnBeach restaurant (350m: 99 Beach rd)
• Masincidane Community services (skills development)     280m away at 34 Wesley street, Community Mental       Health and Psychiatry: Harris House Strand is at 12      Michau street and Hendrik Louw Primary School is 450m          away from erf 5194
• Faith based organisations near erf 5194 are as follow,     Gereformeerde Kerk (7 Altena street), St Andrews      Anglican Church (250m: 22 Wesley street), Breaking      Dividing Walls Ministries (20 Michau street) and Turn           Around (28 Michau street)
• The Strand Clinic at 39 Main road is 260m from erf 5194      and Fagan street clinic is 400m away

 
The Sectional Title Association do not support the submission for the        following reasons

• After careful consideration the Sectional Title Association Strand strongly objects to this application for a Liquor License from Cosmos Nightclub (Pty) Ltd.
• The number of liquor licenses already issued to businesses in the relatively small CBD of the Strand is sufficient.

 
The N2 Gateway Education Welfare do not support the submission for the following reasons:

• We as N2 Gateway Education Welfare oppose this application.

A Member of Public namely; D Bassil do not support the submission for the following reason:

• We are against another liquid licence application due to the already high crime rate in this area.
