PROGRESSIVE CAPITAL EXPENDITURE: DECEMBER 2019
The Subcouncil Manager informed the members of the current status of both Capital and Operating Ward Allocation projects’ expenditure as reflected on PCER is extremely low and the Subcouncil is following up the matter with City Parks Department as majority of ward Allocation funding is allocated to the department.

Construction of a Hard Surface with commence as soon as Contract Management process is completed: Tender 288Q/2018/19 awarded. Contracts in process to be signed by Director: Rec & Parks and ED; SCM capturing rates and contractors obtaining construction guarantees.

MURP funded the drawing of a conceptual plan: Architect is in process of drawing the plan.

City Parks raised an issue regarding the deviation report which they submitted for consideration to EPWP office and it was not supported.

Hanover Park Urban farming meeting scheduled 23/01/2020 at 11:00 in Milnerton Municipal Building next to Milnerton High school.
The Subcouncil Manager informed the members that Subcouncil11 is the lowest in Unban Management of expenditure of the 24 Subcouncils and lots of the Capital projects is sitting with City Parks. Mr J Cedras reported that that the nature of the projects affects expenditure because of the term tender 288Q/2018/19 which requires finalization of administrative processes.

The members of the Subcouncil debated about the process of sourcing Grant funding for infrastructure development projects. There were talks about available operational grant funding but there were issues which needed clarity in this regard. The members of the Subcouncil then recommended that City Grant Funding Department and National Treasury be invited to share information on this matter in our next Subcouncil meeting scheduled in February month.
