MOTION OF EXIGENCY: TO REVIEW AND RESCIND SUBCOUNCIL 16 DECISION TAKEN ON THE 16 AUGUST 2019 IN RESPECT OF ITEM 16 SUB 80/8/2019 - OPERATIONAL PROJECTS TO BE UNDERTAKEN DURING 2019/20 FROM THE ALLOCATION OF R4 000 00 (FOUR MILLION) TO SUBCOUNCIL 16

UNANIMOUSLY RESOLVED that:

  1. Subcouncil 16 supports the following projects that will be funded from the once-off operation budget allocation to Subcouncil 16, amounting to R 4 000 000 (four Million Rand) for implementation during the 2019/20 financial year:
 
  1. Expediting of Problem Buildings cases in Ward 115
  2. Repairs and maintenance to roads and pavement   infrastructure in Ward 115, i.e. Woodstock and   surrounds
  3. Cleaning–up of illegal dumping areas, dirty streets and  removal of graffiti in Ward 115, i.e. Woodstock and
               surrounds
  1. Public Lighting Audit: Railway Street, Woodstock
  2. Improvements to and management of the Karbonkel    Road, Hangberg Public Open Space
  3. Improvements to and the management of the Atlantic  Skipper Road, Hangberg Public Open Space
 
  1. The implementation and oversight of the above projects be managed by Subcouncil Manager of Subcouncil 16.
 
  1.  Monthly progress reports be submitted by the Subcouncil  manager to Subcouncil 16 for consideration and that the
                implementation of the above projects be dealt with by the  Subcouncil 16 ACT. 
 
Reasons for review and rescind of Subcouncil 16 resolution taken on 16 August 2019:
  • Sub Council 16 has identified problem buildings as a major concern.
  • Funding was secured through the MURP program for the financial year 2019/2020 for the appointment of an Auxiliary Law Enforcement Officer to exclusively deal with these issues.
  • The constraints in training of ALEO, resulted in the starting period only be in March 2020.
  • The short period that this would then be implemented, means that the funding will not be spend effectively.
Sub Council 16 recommend to resolve:
  1. Resolution (a) (i), “Expediting of Problem Buildings cases in Ward 115” be reviewed and rescinded.
  2. Resolution (a) (i) be replaced with a newly identified project, GRAFFITI CLEANING IN SUBCOUNCIL 16.
