PRESENTATION: ROLL-OUT OF NATIONAL SOLAR WATER HEATER PROGRAMME BY THE DEPARTMENT OF MINERAL RESOURCES AND ENERGY (DMRE) AND CENTRAL ENERGY FUND (CEF) IN CITY OF CAPE TOWN: SOCIAL FACILITATION FOR TECHNICAL FEASIBILITY ASSESSMENT.
To provide information to Subcouncils which incorporate the communities identified to benefit from the DMRE and CEF’s provision of solar water heaters under its National Solar Water Heater programme. To inform Subcouncils about the commencement of social facilitation and the technical feasibility assessment.
To note the appointment of the service provider to undertake technical feasibility assessment and the commencement of the technical feasibility assessment in selected beneficiary areas.
Identified Residential Areas
DMRE requested the municipalities to propose Identified Residential Areas (IRAs). CCT’s Housing Development Department proposed IRAs as listed below. Selection of areas is spread across all four demarcation areas in the municipal jurisdiction area in an effort to extend the opportunity across Cape Town, while recognising the very limited number of solar water heaters allocated to Cape Town. Selection is also based on practicality from an operational perspective.

This list was approved and signed off by the Mayoral Committee Member for TDA in October 2018.
Training
The Department of Labour (DoL), through the Unemployment Insurance Fund, is funding the training of installer assistants (70% must be former UIF contributors and 30% unemployed). For the roll out in Cape Town, 152 installer assistants will be trained and assist the appointed service providers during the installation phase. The training will be EWSETA accredited.
Further information on the SWHs (Solar Water Heater)
All units come with a 5-year warranty; thereafter the SWH becomes the responsibility of the household. Information on the use of the SWH (and on how to contact the service provider should anything need repair in the 5-year warranty period) will be provided to the households.
The Subcouncil members welcomed the report, Ald Antonio van der Rheede said programme will benefit the second most rental stock in Hanover Park. He requested that Mr Vuyo Qwawela SDB Holding service provider engage the Subcouncil with the sourcing of 10 people for employment.
