UNANIMOUSLY RESOLVED
 
That the outcome of the traffic calming assessments received during the period August 2019 BE NOTED, the applicants be informed of the outcome of their traffic calming requests with reference made to the budget constraint.
 
1      Ward 112:         Vissershok/Belvedere Intersection (TNDN2398):  All way-stop Control
 
Note:         Subcouncil 7 at its meeting held on 16 August 2019 resolved to defer the application which served before it where an applicant requested a 3-way stop on Vissershok / Belvedere Street, Durbanville to allow for a traffic count to be conducted at the intersection of Belvedere and Vissershok Road, Durbanville (both directions) and an assessment being submitted to the September meeting cycle.  The information was obtained and is reflected on pages 283 to 286 of the agenda.
 

  1. That the conversion of the intersection to an all-way stop control at Vissershok/Belvedere NOT BE SUPPORTED for the following reasons:
 
Transport:  Reason(s) for Non-Support:
  • Based on LOS modelling, an all-way stop control intersection is not required and the conversion would reduce the level of service
  • Based on the volume of traffic moving through the intersection, an all-way stop controlled intersection is not warranted – the volumes of traffic on each approach are not ‘balanced’.
 
  1. That the Ward Councillor BE REQUESTED to communicate the Subcouncil’s resolution to the community as well as to the ward committee.
 
2      Ward 103:         Dundee Crescent, Uitzicht (TNDN2366):  Traffic calming measures requested
 
That traffic calming along Dundee Street, Uitzicht, NOT BE SUPPORTED for the reason(s) reflected below, however, based on the alignment of the road, the implementation of a no overtaking line (RM1) on the bend and a side-road junction warning sign (W107) to warn motorists of the Jankel Close Intersection BE IMPLEMENTED, and such implementation costs be borne by the relevant line department
 
Transport:  Reason(s) for Non-Support:
Dundee Street is a Class 5 Local Street with a residential area, is not in line with the traffic calming policy and therefore does not qualify for traffic calming, however, based on the alignment of the road, the implementation of a no overtaking line (RM1) on the bend and a side-road junction warning sign (W107) to warn motorists of the Jankel Close Intersection be supported.
