Ray Hans informed the members that the primary purposes is to build a new ECD Centre on the corner of Hogsback and Heideveld Street for Early Childhood Development. The existing clinic facility will be converted and upgraded to an ECD equipped for the care and development of children less than five/six years of age. Such Centres encompass care facilities, provided a centre for outreach services to the community and surrounding smaller crèches and acts as a training and resource centre with respect to ECD in the community.
This project forms part of the SDECD Capital Program. The facility comprises of a single storey structure which comprises of the following administration areas, classrooms, kitchen facilities, storerooms, ablution facility and a Play area. The New ECD facility will cater for approximately +/- 152 kids

Progress to date:
The building is at roof height, electrical and plumbing works are being installed and concrete flooring. Contractor to commence with flooring.

Members made the following comments;
• Cllr Moses requested that Community Services and Health Directorate be changed to Social Services and Health Directorate
• Cllr Moses shared the history of the project and informed the members that during the period of 2011 the building was about to be sold and he was instrumental in securing the building which led to a legacy project being constructed.
• He thanked Councillors who fought to retain the building, the late Cllr Nombulelo of the ANC, ex Cllr Leputhing of ANC and ex Cllr Sims of the DA.
• He said before he became a Ward Councillor, he was a ward committee member and a member of the Friends of Heideveld Library and later became the Deputy Chairperson of SDECD Portfolio Committee when he became the Councillor.
• Cllr Moses requested a report from Project Manager he asked who is paying for the 5% local labour and 10% local enterprise and requested budget breakdown of Contractor Claims. A meeting be scheduled with Senior Management ED E Sass, Director A Sauls, N Du Toit and Subcouncil members.
• Site visit to be co-ordinated by Line department/Subcouncil.
• Cllr Antonio van der Rheede informed the members that the community have a tendency to use extortions undue pressure to deviate from rules of Government when requesting employment opportunities security, labour and in some instances incite violence.
RESOLVED
The members NOTED the report with the following recommendations
• meeting be scheduled with Senior Management to clarify Budget breakdown on Contractor Claims
• SDECD to clarify process to be followed to source vendors for the Management of the facility.
• A site visit to the construction site be arranged by Project Manager,
