Resolution detail
• Neil Williams of Human Settlements informed members that he will be managing the proposed Hanover Park Housing project that will provide formal housing opportunities on various vacant and parcels to the greater Hanover Park community
• The project is currently in the Planning and Design Phase
• Development approval and design.
Implementation Phase
• Construction of Internal Services and Top Structures. He said the project is currently within the first phase i.e. Planning and Design.
Project Programme
• All preliminary design phase tasks will commence once the Project Steering Committee has been established.
Budget
• 2018/19 – R 500 000.00
• 2019 / 2020 – R1 000 000.00 financial years for the provision of professional services
Next Key Milestone
• Establishment of Project Steering Committee
• Site walk with Mayor scheduled Subcouncil will be invited.
Councillors raised the following questions;
Cllr Moses said the project steering committee is a necessity for the project and the Policy directive is that full inclusion of all stakeholders be represented. He requested that the Line Department design a public participation plan with public participation unit, Subcouncil to endorse the process. He informed the members that TDA had community engagement stakeholder framework, it is not one size fit all.
Cllr Moses said Community engagement is a legal requirement and referred to MSA sect 19/Chapter 4 public participation and requested that Ward Committee structure of the ward be consulted and form part of the project steering committee. It is imperative to start the process right through public participation and it eradicate gang bosses being part of the project steering committee.
Cllr Antonio van der Rheede agreed that the Ward Committee structure of Ward 47 become the Project Steering Committee because Hanover Park is the high risk area, avoid gate keeping and protect the integrity of the project and vested interest of their community. Councillor made reference to Part 24 of Councils Systems Delegations Section 5 Public Participations; To ensure public participation in the development of policy, legislation, the IDP and budget, in consultation with Public Participation Unit.
Cllr Achmat requested that a copy of the Part 24 of Councils Systems Delegations be handed to Mr Neil Williams.
Cllr Cassiem requested that a report pertaining to Pook se Bos serve at the next Subcouncil meeting. Mr Williams informed the members that a meeting has been scheduled with Water & Sanitation in the forthcoming week and is the responsible Project Manager and will comply with the Subcouncil request.
RESOLVED
The members NOTED the report and recommended that
• Push for 100% housing opportunities from Hanover Park waiting list including disabled people.
• Pushing for densification and Rental Stock with public facilities as a holistic and comprehensive approach to integrated housing development incorporated in the planning designs of the project to ensure;
• Ward Committee members forms part of the Project Steering Committee
