MOTION RECEIVED FROM CLLR GREGORY PECK THAT THE SUBCOUNCIL APPROACH THE SAFETY & SECURITY DEPARTMENT TO INVESTIGATE THE RELOCATION OF THE CITY OF CAPE TOWN NEIGHBOURHOOD WATCH RADIO TO A CONTROL ROOM THAT IS MANNED 24/7 TO ALLOW NEIGHBOURHOOD WATCHES TO HAVE ACCESS TO THE RADIO SYSTEM

We are working on moving the radio to our Dummer Rd facility. However, I note with concern that there are NW’es who are not in contact with the control room. The only avenue of contact would be NW radios. Each ward who made funds available received their radios and each one would have a radio that would need to be placed at the present control room in Somerset West. I know that, for example, Macassar NW, removed their radio from SSWNW control room. This action would prevent them from having any access to the control room. Are there any other NW’es who do not have access?

Email from Cllr Peck dated 11 March 2019 refers:
Thank you for the mail. I have the following NHW in my ward that are not part of the SWNHW and not connected to the radio system, as they do not want to be under the control of SWNHW but rather be independent and work with each other and all the Security companies in the area.

Lourencia Park NHW
Others that I am sure will join are Briza NHW , Helderberg Estate NHW and Westridge NHW.
Ald Pringle and Cllr Isaacs also have a number of NHW who are ,as in my ward , registered with DOCs and the CPF and work closely together, to help prevent crime.
If the Municipal radio is to be located in this building and NHW can meet and hold briefings there. I will fully support this.
We have wanted the NHW radio to be independent and available to all for many years. I have copied in the two ward councillors ward 84 and 109 and Cllr Nqavashe.

Response from Charl Viljoen dated 11 March 2019 refers:
I can’t say how many of them have radios right now, but without radios they won’t have any contact with anyone. I also don’t think that they should see it as being under the ‘control’ of SSWNW, as they (SSWNW) was the only NW with a working control room at the time we issued the radios. It is merely being housed there and every other NW in the area has been encouraged to reach out and make themselves available for monitoring of the base radio (I did that myself on numerous occasions). To the best of my knowledge this didn’t happen among others because of fierce resistance from the CPF.
Anyway, we are busy fixing up our building in Dummer Rd and will migrate the radio there. This will, of course, mean that the NW’es will have to make some of their members available to monitor the radio 24/7.

RESOLVED
Subcouncil 24 supports the recommendation:
That it is RECOMMENDED that the motion submitted by Cllr G Peck be supported and that the Subcouncil approach the Safety & Security Department to investigate the relocation of the City of Cape Town Neighbourhood Watch radio to a control room that is manned 24/7 to allow all neighbourhood watches to have access to the radio system. A number of the NHW within Ward 15 do not have access to the radio.

Samuel Simons reported that the radio was removed by the radio section of the City of Cape Town and it is in City’s possession of the Radio department. They cannot transfer the radio to the facility as there are problems with the dampness of the wall and waiting for it to be repaired. Once it has been fixed then the radio will be transferred to the facility on the cnr of Dummer & Dorhill Roads, Somerset West.
Cllr Peck responded that this is very good news and he knows that Mr Simons will see to it that it gets done and get the NW’s connected to the radio and requested to have the item removed.
The Chairperson wanted timeframes to this.
Samuel Simons responded that they had struggles with Supply Chain Management with regards to the appointment of the contractor to rather move to phase two of the repairs of the building but he will follow-up with the Finance section as this is out of his control.
The Chairperson also requested to have the item removed and Cllr Peck agreed and was happy.
RESOLVED
That the item be REMOVED from the MRA’s as the radio was removed by the City of Cape Town’s Radio Department and will be installed at the facility on the cnr of Dummer & Dorhill Road, once the dampness of the wall has been repaired.
