UNANIMOUSLY RESOLVED (1) Ward 21: Bordeaux Avenue and Fairwinds Road, Everglen (TNDN2088) - Request for all-way control That the request for all- way control at Bordeaux Avenue and Fairwinds Road, Everglen NOT BE SUPPORTED for reasons as set out below: REASONS FOR NON SUPPORT AS PROVIDED BY TDA Based on the above assessment, an all-way stop is not warranted: This does not seem to be a broader road network deficiency that requires improved traffic management at this particular intersection. The traffic volumes passing through the intersection are not balanced on all approaches. Speeding alone is insufficient justification for an all way stop. Stop controlled intersections are a traffic management tool and not a traffic calming device. 1. Both Bordeaux Avenue and Fairwinds Road are Class 5 Local Streets in a residential neighbourhood. However, Bordeaux Avenue plays a larger role in the broader network as it provided direct access onto Eversdal Road (M73). 2. The complaint alleges safety concerns primarily for vehicles turning right from Fairwinds Road into Bordeaux Avenue. This is indicative of high volumes of motorists attempting to access Eversdal Road via Bordeaux Avenue and instead of using Sondal Road. Sondal Road performs the same function as Bordeaux Avenue. 3. Bordeaux Avenue and Sondal Road are infamous as “rat-running” routes to and from the Eversdal community; and Fairwinds Road acts as a bridge between the two 4. Because Bordeaux Avenue is the “priority” road, vehicles on this approach have zero delay. An all way stop introduces “Delay” into the Bordeaux Avenue approaches. In circumstances where the traffic volumes are not balanced, this has negative impact on the LOS of the intersection. 5. According to Volume 1, Chapter 2: Stop Control of SADC-RTSM: “All-way stop signs may be useful as a safety measure in some instances. Such control should ordinarily be used only when the volume of traffic on the intersecting roads is approximately equal.” 6. There are proposed upgrades to Eversdal Road that may affect rat-running and route planning regarding these local streets (2) Ward 21: Rustenberg Drive and Orchard Road (TNDN2274) - Request for all-way control That the request for all- way control at Rustenberg Drive and Orchard Road NOT BE SUPPORTED for reasons as set out below: REASONS FOR NON SUPPORT AS PROVIDED BY TDA Based on the assessment of the land uses and approximate traffic volumes, an all-way stop control intersection is not warranted at the above location. 1. Orchard Road and Rustenberg Street are both Class 5 Local Streets in a purely residential neighbourhood; where Rustenberg Road is only 260m long. 2. These roads provide local access only, do not carry large volumes of traffic and there is no potential for thoroughfare or rat-running. 3. There are no schools, public facilities or any other location that would attract large volumes of vulnerable road users. 4. NMT and pedestrian activity is limited to local residents only. 5. All way stop control is only warranted if the volume of traffic on road is balanced. 6. All way stop control is a traffic management device and is not typically considered for the purpose of traffic calming.
