UNANIMOUSLY RESOLVED that the application by SP Events CC for the use of a public open space, known as Maiden’s Cove, Clifton, from 27 December 2018 to 31 December 2018 for the purpose of hosting a music festival / concert event be refused for the following reasons: a)The event is not in the public interest, as proven hereunder b)The applicant, if the application were approved, would basically privatise the use of the area concerned for the concert/musical event, thereby excluding all other members of the community. This will prejudice the rest of the community, as Maiden’s Cove has a history of people of the greater Cape Town making extensive use of the area over the festive season c)No road closures were applied for and a traffic management plan was lacking d)The events application is incomplete, lacking a sound plan and a noise exemption certificate e)The ward councillor, Cllr S Ramsay, advised that she received many objections from the community and local ratepayers organisations against this application, mainly against the exclusive use of Maiden’s Cove for the proposed event, and excessive noise generated when such event was hosted in the past. f)In past years, the same event hosted by the applicant over the same period was accompanied by excessive noise and anti-social behaviour, impacting negatively on the surrounding community. g)The blocking of the area for exclusive use by the applicant will deprive the greater community and tourists from enjoying the facility in peak season h)In view of all the above, the application be refused.
