RESOLVED TO RECOMMEND
That Subcouncil 7 supports the below-mentioned recommendation taken by the Executive Mayor together with the Mayoral Committee on 15 August 2018 as reflected on agenda page 135
1. It was proposed that sections 6.2 and 6.2.1 of the recommendation as set out in the report (agenda page 145) be deleted as Mayco was not in support of the Grand Parade property forming part of the above initiative.
It is recommended that in terms of Regulation 5(3) and 34(3) of the Municipal Asset Transfer Regulations, Regulation 878, promulgated on 22 August 2008 (MATR), Council authorises the city manager to commence a public participation process in respect of the proposed transfer or proposed granting of significant rights for each of the following properties, namely:
1.1 Civic Centre Woodstock car park – Portion of Erf 1, Cape Town (Land bounded by Hertzog Boulevard, Civic Road & Old Marine Drive)
1.2 Mouquet Farm – Erf 78772 & 78792, Cape Town (Land bounded by Main, Kendal, Myburgh and Greenfield Road, Diep River)
1.3 Ottery site – Remainder Erf 1940, Remainder Erf 1449, and Erven 2923 to 2925, and 2978 to 2986, Ottery (Ottery Road & Old Strandfontein Road)
1.4 Bishop Lavis Town Centre site – Erf 869 & portion of Remainder Erf 868, Matroosfontein (Lavis and Lenton Drive, Bishop Lavis).
FURTHER RECOMMENDED
That the following comments be submitted:
1. Each facility to have a comprehensive development plan and that it will have all the elements of being a carbon-neutral development in place.
2. That a business plan for each of the sites listed in 1.1 – 1.4 above be scrutinized and have a due diligence study as part of the process, prior to the City disposing of such land.
3. That clear timeframes and a default reversionary clause be included if these conditions are not adhered to.
