(f) That a report BE SUBMITTED regarding the Stormwater and Sewerage Matter for Subcouncil 8.
The Subcouncil Manager stated that Mr de Villiers is busy drafting the required report. With regards to the water and sanitation matters it needs to be addressed by the Water and Sanitation Department as soon as possible.
Mr de Villiers explained the situation with the stormwater in the Lwandle. He wants to make sure of getting the stormwater system to work sufficiently. He raised a concern stating that the procurement process will commence but that there will only be a Bid Specifications meeting in August 2019 and that the contractor will possibly only be onsite in March 2020.
The Chairperson and Councillors expressed their dissatisfaction by stating that it is unacceptable to wait a year before this process starts. The Chairperson requested that the Subcouncil Manager arrange a meeting with the Directors from SCM, TDA and Water and Sanitation, before Wednesday, to resolve this matter.
Mr Graham Alexander from the Water and Sanitation Department gave feedback that funding is available from February 2019 to install additional four sand traps at Masakhane to prevent solid waste and debris from blocking the sewer system and that maintenance will be done. He reported that the annual tender process will be utilized to appoint a contractor to conduct the work.
The Subcouncil noted that an education drive is needed to teach communities about not blocking the sewer system and keep the environment clean and healthy.
With reference to the above it was resolved that the above item will remain on the Matters Receiving Attention List.

Mr de Villiers reported to the meeting as follows:
His office is busy finalizing the report. He furthermore stated that a fruitful on-site meeting/ site visit took place at the areas concerned.
A short term solution for Masakhane and Siyabonga areas has been considered.
The longer term solutions include alternate changes to the stormwater system. The Acting Executive Director is assisting with the longer term solution as he will make contact with the City Manager’s Office to assist in expediting this process.
With reference to the above it was resolved that the above item will remain on the Matters Receiving Attention List.
Meeting date: 07/03/2019
Mr De Villiers stated that a report was drafted and send to the Subcouncil administration for noting. The report however needs to be translated and sent for the necessary signature before it can be submitted to the Subcouncil meeting.
He furthermore reported that this is a lengthy process that will entail lowering of a Bulk water pipeline in order to lay the new stormwater pipes across it and in so doing allows the stormwater to freely drain towards the existing pond. The estimated project cost is R12 million with a construction period of about 6 months. It is planned in accordance with the latest procurement timeline received from Supply Chain Management that the contract will be ready by end of March 2020 and a contractor on site by May 2020.
According to Mr Graham Alexander from Water Reticulation, feedback is as follows:
The construction of Sand Traps is within program which is to be completed by 30 June 2019. Sand Traps are constructed to assist in alleviating overflow of sewage.
However the following needs to be addressed.
- Communication to residents with regard to disposal of foreign objects into a sewerage system.
- Foreign objects being disposed down system; rubble, sand, sticks bricks, rags, sheep skin, news paper.( Pics Attached)
- Failure to report sewer blockages by the community.
The Department Public Awareness & Education Communication, Solid Waste Management was contacted to prepare a programme for awareness raising and education.
A cleaning campaign needs to be rolled out by Departments Roads and Stormwater, TDA and Cleansing, Solid Waste.
Chairperson requested that once the report has been concluded it be referred to all Ward Committee meetings for noting.
He furthermore requests that a standing item be put on the agendas for Ward Committee meeting that reads as follows: Report back on Illegal Dumping and Canal Cleaning.

Chairperson advised that this item be removed from the matters receiving attention list as it will be discussed with item namely; 08SUB 6/3/2019 Service Request Notification Report for Subcouncil 8 as at 28 February 2019, listed to this agenda.
With reference to the above it was resolved that the above item will be removed on the matters receiving attention list.

(a) That the summarized schedule of Service Requests for Sub council 8 as at June 2018, BE NOTED, with the following correction:
Page 27 date should read as at July 2018 and not June 2018
(b) That the Departments be tasked to action the oldest items first.
(c) That all items within the Departments main work centers be investigated to ensure that the items are still relevant.
(d) That the C3 notifications for Electricity’s Internal processes not be used to monitor performance in attending to open C3 notifications.
(e) That Departments be task to action items older than 30 days as at 30 June 2018 by 30 September 2018.
