RESOLVED That Subcouncil 12 REFUSES the application for a liquor licence received from De La Ray Seat Liquors, for the extension of trading days and hours- Monday to Saturday from 18:00 to 20:00 for Consumption OFF Premises, Reference No WCP/037238, ERF 33895, No. 20 De La Ray Crescent Eastridge, Mitchell’s Plain for the following reasons:- In terms of the Cape Town Zoning Scheme, the property is zoned Single Residential, Zone 1: Conventional Housing (SR1) The outlet is in close proximity to the following: Schools: •Beacon Hill : 357m from the premises; •Poenie’s Educare: 37m radius from the premises; •The Nest Educare: 247m radius from the premises; •Waggles & Giggles Educare: 186m radius from the premises; •The Little Bears Educare: 186m radius from the premises; •Ebenezer Educare 416m radius from the premises and •Little Stars Educare: 467 m radius from the premises Other: •4m radius from a Community Park; •68m radius from a second Community Park; •48 m radius from the Independent Congregational Church; •117m radius from the Pentecostal Christian Church of South Africa; •158m radius from Maranatha Pentecostal Assemblies and •309m radius from the Methodist Church •That the residential dwellings in the Eastridge Heights community where the outlet is situated, are very small, so the neighbouring children have no choice but to play in the street and would therefore be exposed to the activity happening in or around the outlet.
