RESOLVED ON 15 MARCH 2017 Ms Jansen received the following response from Mr Collin Mubadiro. The borehole sign should be visible to the public hence it is designed to be drilled on the wall or gate. Bulk signage can be provided to the Subcouncil for distribution and the borehole applications captured on a spreadsheet and forwarded to the line department for registration. The current registration process must still continue and the borehole registration information must be forwarded to Geographic Information System (GIS). The department have distributed more than 1000 signs in areas surrounding Goodwood Municipal area (that is Pinelands, Goodwood, Bellville, Thornton, Monte Vista, Edgemead, Bothasig, etcetera). Ms T Gqamane briefed the meeting on the process to register boreholes. She explained that before level 2 water restrictions were implemented there was no need to register boreholes. When the level 2 water restrictions were implemented residents were encouraged to register with visible signage that borehole water are used for irrigation purposes. With the level 3 water restrictions all residents had to register their boreholes and with the influx more than 13 000 applications were received during November 2016 to January 2017. Whilst applications were processed and registered the information were also sent to GIS to be mapped. With the backlog, applicants were requested to print the auto reply to produce to Law Enforcement as proof that they have applied. Ms Gqamane explained that the majority of the backlog is done and her department is now processing the January and February 2017 applications. The Goodwood offices are currently used to distribute the signage and delivery of signage is only for the elderly and disabled. Emails are being sent to the applicants to collect the signage from the Goodwood office. Cllr L van der Walt explained that the purpose of the motion specifically referred to backlogs and how the Subcouncils could assist or facilitate the issuing of borehole signage to the community. Ms Gqamane said the issuing of laminated signage would be a short term relief and it would impact on the delivery of the registered sign. The onus still remains on the owner to collect the signage from Water Demand Management. The meeting agreed that the matter be closed from the matters receiving attention. RESOLVED That the item be closed and removed from the matters receiving attention. FOR ATTENTION: ALL RESOLVED ON 14 FEBRUARY 2017 a) That the Water Demand Management Department investigate the incorporation of a design of the required signage into a Portable Document Format(PDF). b) That it be made possible to incorporate the unique registration number of each user in the certificate. This unique registration number is obviously allocated to each person on the database against their name and address of the premises. c) That the unique registration number of the PDF certificates is distinguished from the current certificate numbers already on order. d) That the PDF certificate then be circulated to the users by email as confirmation of registration. e) That the customer be requested to print, laminate and display the certificate. f) That should the resident not have infrastructure to print the PDF signage, assistance can be offered by the relevant Subcouncil Office.
