Resolution detail
• The Sub-Council Manager, Goodman Rorwana reported that he was engaging with the Department and pursuing the matter and was sent from pillar to post and nobody is willing to take responsibility and nobody is forth coming.
• Cllr Isaacs stated that this motion is about 86 days outstanding and note the concerns and problems that the Sub-council is experiencing with the Provincial Department of Education and need guidance on how to approach this through the inter-governmental structures that is there, if this can be taken through this channel. He said the reason for bringing this motion to the Sub-council is that in Macassar there is children that could not be accommodated in the existing school. He said the plans for the extra school is coming on for years, overcrowding is a problem and the land is there but nothing is forthcoming.
• The Chairperson responded that at Sub-council level the Cllrs often get requests to deal with things that are at National or Provincial competency. But there are other reps at government who the community does not see that they should deal with this even the Provincial Minister of Education to deal with it. We as Cllrs deal with local government issues. He said that if this item could be flagged and discuss it in their next meeting or in their caucus which they have not done yet.
• The Chairperson requested that Cllrs who raised issues of national or provincial matters to liaise directly with their national counterparts in order to come to a resolution on this at the next meeting. In the meantime, the Sub-council will still seek to engage further on this matter. Dr Punt is the correct official in the Province who deals with the building of new schools.
• Cllr Ntsoda stated that the MAYCO members are required to meet every two to three times a quarter with the MEC’s and MP’s and will appreciate pressing issues that the Cllrs have to make him aware so that he can put it on his agenda so that he does oversight and check how far these Ministers are and will provide feedback to the Sub-council.
• He agrees as a matter of strategy that Cllrs focus on local government issues and equally they are public reps and when they are faced with these kind of issues to bring it to the attention of the Area Based office. Apart from the one on one meetings that they have with the Ministers & MEC’s there is also an inter-governmental meeting. There is a team of Premier Helen Zille’s office and a team with Mayor Patricia De Lille’ office of which Cllr Ntsodo forms part of and that he need to know of these issues.
• The Chairperson responded to say that it is a valid point and that he was not aware of this and suggested that from Cllr Ntsodo’s office or via the Mayor’s office that a general statement be sent out to all Sub-council’s or Chairpersons so that everybody can be made aware of this.
• Cllr Khatshwa was concerned about the Chairperson’s response that the above issue raised is not for the Sub-council. He said it would be better to raise issues of the community here and not to keep it to themselves and then be questioned by the community as to why they did not report it. It would also be better to have it on record. He said that Cllr Ntsodo also summarized and suppressed the views that he wanted to share.
• The Chairperson responded to say that he has not thought this through and it was merely a suggestion and need to think about it, but having heard Cllr Ntsodo bringing it here we need to think how we are going to deal with this matter in a more streamline fashion. Need to look at that and raise it through a more general issue formally on the Sub-council agenda at the next meeting.

a) That the motion be forwarded to the Area Based office.
b) That a general statement regarding Provincial or National issues be sent out to the Sub-council or the Chairperson via the Cllr Ntodo’s office or Mayor’s office so that all may be aware of this.
c) That the item REMAIN on the Matters Receiving Attention.

That the motion submitted by Cllr V Isaacs be SUPPORTED and that the Subcouncil 24 engages with Transport for Cape Town to look into the unsafe roads surface at the robots of corner of Macassar and Zandvliet Roads, Macassar.
