VAALFONTEIN CEMETERY DEVELOPMENT
Tender 144Q/2015/16: WF Constructions appointed via BAC on 9th May 2016. Appeal period closed 3 June 2016 and Contract documents, sureties and guarantees were to be submitted by 20 June 2016 followed by Site Handover. Before the Contractor was ready to take handover and commence work, it was discovered that the Environmental Approval issued by the PGWC had lapsed and an extension could not be applied for. A new Basic assessment report had to be submitted to PGWC Department of Environment and Development Planning and the new Environmental Approval Record of Decision (ROD) has to follow a public consultation process and is only likely to be reapproved in October 2017. Start date of Contractor kept on hold for approximately 12 months however Legal adviser has recommended Termination of this Tender due to the approval taking longer than expected.
The advertising of a new Tenderfor Vaalfontein Cemetery Development is dependent on the new EIA approval being issued as well as an Exemption of the National Health Regulations which suggest that no new Cemetery may be built closer than 500m from residential areas. An exemption application is being submitted for approval as well.

That the motion submitted by Cllr G Peck be supported and that the Subcouncil must approach the Property Department to submit on a quarterly basis a report on the progress of establishing the cemetery, Vaalfontein Site between Schonenberg Estate and Firgrove.
