15/03/17: On the 14/02/16 this matter was deferred to allow the applicant the opportunity to submit all necessary documents.
Mr Gregory September briefed the meeting as to the report.
Cllr Shayne Ramsay informed the meeting that the house is not on stilts and that the height was reduced.
UNANIMOUSLY RESOLVED that the application for departures and Council approval in terms of the Land Use Planning Ordinance, Erf 211, Clifton BE APPROVED for the following reasons:
a) The house will not built on stilts
b) The building line has been pulled back
c) The height has been reduced
d) The application is desirable in context with neighbouring properties.
14/02/16: See item 16 SUB 15/02/17: On the 15/11/16 this matter was deferred to allow an on-site inspection, which took place on 24 November 2016.
Mr Gregory September briefed the meeting as to the report. He advised, as reflected in the supplemental report, that the applicant did not submit the outstanding amended plans and other documentation as requested after the site visit. He suggested that the Subcouncil make a decision based on the recommendations in the original report.
Cllr Anstey proposed that the applicant be allowed one more month to submit the outstanding documentation.
UNANIMOUSLY RESOLVED the application for departures and Council approval in terms of the Land Use Planning Ordinance: Erf 211 Clifton, 36 Nettleton Road, Clifton BE DEFERRED to the next meeting to allow the applicant one more opportunity to submit all the necessary outstanding documentation that was requested previously, including inter alia the amended plans, list of departures and survey.
25/01/17: As per email from Juliet Leslie:"The applicant submit all new information to the Planning Department, including a survey to indicate the exact location of the building. The reduced height should also be depicted clearly in relation to the respective levels.”
16/01/17:Extensive changes are required.
15/11/16: Mr Gregory September briefed the meeting as to the report.
An interview was granted for both the applicant and objector.
The objector, Mr Tommy Brümmer motivated the objection by way of presentation. See Addendum A.
The applicant, Mr Willem Bührmann, on behalf of the owner, motivated the application, see Addendum B. He stated inter alia that the application would be amended as follows:
• The building would be pulled back on the upper level
• No intention to leave the building on stilts
• A wall would be built to protect the neighbour’s privacy
• The building would be reduced in height.
Mr Gregory September informed the meeting that the new information provided and tabled by the applicant has not been submitted to the Planning Department for scrutiny. He stated that Mr Bührmann should have a survey done to indicate the exact location of the building. The reduced height should also be depicted clearly in relation to the respective levels.
After discussion, Subcouncil 16 agreed as follows:
UNIMOUSLY RESOLVED that:
a) The applicant submit all new information to the Planning Department, including a survey to indicate the exact location of the building. The reduced height should also be depicted clearly in relation to the respective levels.
b) the application for departures and Council approval in terms of the Land Use Planning Ordinance no. 15 of 1985: Erf 211 Clifton BE DEFERRED to allow an on-site inspection.
